Expressions of Interest (EoI)

The Government of India has applied for financing from the World Bank toward the cost of the National Hydrology Project (NHP), and intends to apply part of the proceeds for consulting services.

The consulting services are required to support the National Project Monitoring Unit (NPMU) of the Ministry of Water Resources, River Development & Ganga Rejuvenation, Government of India in the implementation of the project. The project will be built on the earlier projects supported by the World Bank: the Hydrology Project and the Hydrology Project Phase-II.

The National Hydrology Project will support the development of hydrometric networks, data management, water resources information systems, development of water resources operation and planning procedures and capacity building across all States& UTs in India, working with about 10 Central Government Agencies and water resources agencies in all States & UTs of the country. The duration of the project, and the consultancy assignment, is expected to be about Eight(8) years.

The proposed Consultancy will provide support and assistance to all implementing agencies with project planning, procurement, technical developments, training and capacity building along with overall coordination. It will provide support for project reporting to the World Bank, and monitoring project progress.

The Consultancy will broadly provide support for project implementation to all Implementing Agencies (IAs) in the following areas:

*Technical advice and support (including identification and deployment of hydro-meteorological equipment, IT hardware and software, SCADA systems for irrigation, IWRM, hydrological modelling, Reservoir management, surface water and groundwater interaction &assessment).

*Programme management support (including Procurement support as well as Financial management support).

*Development of management and financial reporting systems for internal and external reporting.

*Development of software for web-based data entry for a MIS for monitoring and evaluation of project implementation, financial monitoring and progress reporting.

*Awareness raising and capacity building.

The NPMU, Ministry of Water Resources, River Development & Ganga Rejuvenation now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria, in brief, are:

a)   Annual turnover in any one of the last 3 years (i.e. 2013-2014, 2014-15& 2015-2016) shall be more than Rs.100 crores. In case of JV, the lead member shall have more than Rs.60 crores of annual turnover (updated) in any one of the last 3 financial years. This threshold for each other JV member/s shall be Rs.25 crores. 

b)   The Consultant must have successful experience of executing similar project/s in last ten calendar years including 2016.

c)    The firm(s), including the JV partners, should have at least 40% of the potential core staff, including Team Leader as permanent employees.

The detailed shortlisting criteria are mentioned in Section IV of the EoI.

Consultants may associate to enhance their qualifications. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The nature of association should be clearly indicated in the EoI.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 revised July 2104 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants will be selected in accordance with the procedures set out in the WorldBank's Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits &Grants by World Bank Borrowers dated January 2011, as revised July 2014.

The consultant/bidders can download the Expression of Interest (EoI) comprising 'Short Listing Criteria' and 'Scope of Work' from the e-procurement platform (https://eprocure.gov.in/eprocure/app) from 18th May, 2016, 1000hrs (IST) onwards. The Bidders need to submit the EoI along with all relevant documents online through e-procurement platform (https://eprocure.gov.in/eprocure/app). Last date/time for receipt of bid through e-procurement is on 08th June, 2016 upto 1500hrs (IST). Late and offline bids shall not be accepted. The 'Short Listing Criteria' and 'Scope of Work' are also available in the NHP's website http://www.indiawrm.org.
