Expressions of interest

The Republic of Armenia has received financing from the International Bank for Reconstruction and Development (IBRD) in the form of a loan toward the cost of Electricity Transmission Network Improvement Project (hereafter ETNIP) and intends to apply part of the proceeds for procurement of consulting services. One of components of ETNIP is "Strengthening of the power transmission network" under which it is foreseen to rehabilitate the Yerevan Thermal Power Centre (hereafter YTPC) electrical substation (hereafter Project). Project will help reducing the incidence of equipment failure at YTPC substation, and, thus, allow for reliable evacuation of the electricity generated at the modern CCGT station at YTPC.

YTPC as implementing entity for the Project will be selecting design, supply and installation contractor for rehabilitation of the substation. YTPC will need support from the qualified international consultant to conduct project implementation support and technical supervision of the rehabilitation works at the YTPC substation.

The services to be provided by the Consultant include but are not limited to, the following: (a) design review, (b) construction supervision, quality assurance and inspection, (c) contract management, (d) support related to factory test of materials and equipment, guarantee testing and commissioning of substation.

Hereby YTPC now invites eligible consultants to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments done under fund of International financial institutions (IFIs) within last 10 years, experience in similar conditions, etc.).

The shortlisting criteria are:

*Company's general experience within last 10 years in project implementation and technical supervision support for power sector projects /max 20 points/

*Company's specific experience within last 10 years in similar assignments (technical supervision and project implementation support under IFI financed substation construction and/or rehabilitation projects) /max 70 points/

*Company's specific experience within last 10 years in Europe and Central Asia Region in similar assignments (technical supervision and project implementation support under IFI financed substation construction and/or rehabilitation projects)" /max 10 points/

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers" published by the Bank in January 2011 (revised July 2014), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The Consultants are requested to clearly indicate in their expression of interest whether the form of association is a sub-consultancy or joint venture.

A consultant will be selected in accordance with Quality and Cost Based Selection (QCBS) procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants Under IBRD loans and IDA Credits by World Bank Borrowers (January 2011, revised July 2014).
