Conduct an audit of Mission for Essential Medicine Supplies (MEMS) - Arusha for the period of January 2015 to March 2016

Background
MEMS started in 2004 as a project under Health Programme of Evangelical Lutheran Church in Tanzania (ELCT), in response to poor availability, unknown quality and high prices of medicines and medical supplies in faith based hospitals. From 2004 to-date MEMS has been using Public Private Partnership initiative and employs pre-qualified Prime and Secondary Vendors for importation, warehousing and transportation of drugs and medical supplies to member hospitals. Although under ELCT, MEMS project right from the beginning serve faith based health facilities of all denominations. MEMS also serve public facilities. MEMS provide the hospitals with value added services such as quality assurance of medicines, training on inventory management and rational use of medicines.
In July 2012, MEMS was registered as an ecumenical not-for-profit Company under Tanzania Episcopal Conference (TEC) and Christian Council of Tanzania (CCT). MEMS aim at developing a sustainable supply chain to the faith based health facilities and complement the public ones as deemed necessary. The initiative to establish MEMS is a response to problems of shortage and uncertainty of quality of medicines, medical supplies and essential laboratory reagents for faith based health facilities. MEMS Mission is to “effectively and efficiently acquire, store and distribute essential medicines and medical supplies to health facilities in Tanzania and beyond and support its clients on the rational use of medicines (RUM) and medical equipment management.”
Objective
Perform the external audit  to MEMS which is in accordance with the International Standards on Auditing (ISAs). To include tests and controls as auditor considered necessary under the circumstances by examining their financial statements (Amount to be audited is TZS. 134,000,000) for the period of January 2015 to March 2016
Output: Audit report and Management Letter
Scope: The duration of the assignment is two weeks in the month of July 2016.
Budget: The maximum budget for this assignment is DKK 50,000
