USAID/KIEV proposes to modify and existing contract withMendez England & Associates; Contract Number 121-C-00-00-00832-00. The contract was awarded to implement a technical assistance activity in Kharkiv, Ukraine. The contract is intended to provide technical assistance to the Kharkiv Oblast local governments with their development and implementation of strategies for economic development in the region. The purpose of the modification is to provide additional technical assistance to the local governments who established economic development offices during the first period of the contract and to expand the assistance to four additional local governments within the Oblast. Less than full and open competition is sought to allow Mendez England and Associates to continue providing support to the Kharkiv Partnership Office and the Kharkiv Oblast Administration until October 30, 2002. The approximate value of the proposed modification is $245,000.
 
Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all statements of interest received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
