The United States Agency for International Development, Iraq (USAID/Iraq) intends to release Solicitation Number SOL-267-16-000005, for a project titled "Iraq Governance and Performance Accountability Project (IGPA)".
The purpose of the activity is advance effective, accountable, and transparent governance in Iraq. The effort will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability and economy.


The RFP will be a performance based acquisition that will have a USAID Statement of Objectives focused on the following:

1. Enhance GOI Service Delivery Capacity - 30% of total level of effort (LOE)

2. Improve Public Financial Management - 30% of total LOE

3. Strengthen Monitoring and Oversight of Service Delivery and Public Expenditure - 20% of total LOE

4. Support Iraqi Change Agents (supplemental technical assistance IDIQ CLIN) - 20% of total LOE


USAID/Iraq contemplates award of a hybrid two base-year cost-plus-fixed fee completion contract with three one-year options with an IDIQ CLIN for supplemental technical assistance.

The anticipated award date is o/a February 2016. The North American Industry Classification System (NAICS) code for this acquisition is 541990 (All Other Professional, Scientific, and Technical Services).

This procurement will be conducted under full and open competition procedures, pursuant to Part 15 and Subpart 37.6 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). The anticipated solicitation date is o/a the first two weeks of July 2016 and the anticipated closing response date is August 17, 2016.

Except for the above information, no additional information regarding this planned RFP is available at this time. All necessary information will be supplied at the time the RFP is posted on www.fbo.gov. Questions/requests for information will not be responded to until RFP issuance. Interested parties are advised to periodically monitor the above website for updates concerning this procurement. No proposals for funding should be submitted until after the RFP is issued.

This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award(s) cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed.
