Iraq’s vulnerable and disadvantaged populations are vast and include women, widows, orphans, internally displaced persons, religious and ethnic minorities, persons with disabilities, and those who lack access to state protections and services due to a lack of formal identity. Ensuring access to justice for these populations is a critical responsibility of a modern, just society. Iraq’s disadvantaged should be able to access rights and entitlements equitably through individual action, or with the assistance of civil society and/or the government.
