The Government of Romania has received financing from the World Bank toward the cost of the Integrated Nutrient Pollution Control Project (INPCP). The overall development objective of the Project is to support the Government of Romania to meet the EU Nitrates Directive requirements by reducing nutrient discharges to water bodies, promoting behavioral change at the communal level and strengthening institutional and regulatory capacity.
Part of the proceeds of the Project will be allocated to finance consultancy services for designing and implementing a dissemination program on the use of manure waste for producing biogas and energy, centered on the recently built pilot biogas facility in Seini. The Consultant is required to design, set up and carry out a program for dissemination of biogas technology through information and applicative training activities, based on the pilot biogas plant in Seini, with the main purpose to demonstrate the feasibility of biogas production and energy cogeneration using manure as substrate.
In order to achieve the above mentioned objective, the Consultant shall be responsible for the following phased tasks:
Phase I – Preparation: design of dissemination program, preparation of the information, training and related support activities.
Phase II - Implementation of dissemination program.
Phase III – Closure.
The duration of the assignment is estimated to 8 months: 1 month for accomplishing phase I of the consulting services; 6,5 months for phase II and 0,5 months for phase III.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff, and so forth).
The Consultant should be a specialized firm, an education institution, a research and development institute, university, NGO or association of such firms. The consultant should have proven training experience in the field of environment protection and biogas technologies areas.
The Consultant should demonstrate a relevant general professional experience of at least 5 years, and a proven experience of at least two similar types of assignments involving theoretical and practical training activities regarding environmental protection and biogas technologies areas.
It is recommended that the Consultant provide key personnel with proven practical experience as detailed below.
The Ministry of Environment, Water and Forests now invites eligible consultants to indicate their interest in providing services related to Consultancy services for Design and Implementation of a Program for Dissemination of Biogas Technology using animal waste.
The Expressions of Interest must provide information indicating that the Consulting firm is qualified to perform the above-mentioned services, respectively:
Consultants may associate to enhance their qualifications. The "association" may take the form of a Joint Venture or a sub-consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of the partners and sub-consultants in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub-consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one Expression of Interest in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub-consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant."
The attention of interested Consultants is drawn to paragraph 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, edition May 2004 ("Consultant Guidelines"), setting forth the World Bank's policy on eligibility.
The Consulting firm will be selected using CQS method (Selection Based on Consultant Qualifications) in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers May 2004.
