Synopsis:

The Regional Contracting Office of the USAID Regional Services Center in Budapest, Hungary plans to issue a request for proposal (RFP) by the end of January 2002 that will seek proposals from U.S. entities (business concerns, non-profit organizations, universities, etc.) to provide advisory and assistance services to build the competitiveness of Macedonian enterprises in domestic, regional and global markets. Award of one contract is planned for an estimated performance period of up to five years, including options.

Tasks under the contract are expected to include:

1) Formation of a Macedonian National Competitiveness Council consisting of forward-thinking private sector leaders and reform-minded government officials who are capable of advocating and leading the implementation of policy changes critical to the development of selected clusters in the Macedonian economy;

2) Identification of approximately to 5 industry [clusters] to include all stakeholders in the performance of a given industry including private enterprises of all sizes, producers, suppliers, customers, labor, government, research institutes, training institutions, professional associates and other groups;

3) Support to selected clusters in areas such as strategic planning, market research, trade linkages, training and technical assistance in international grades and standards (i.e. HAACP and ISO), development of tailored financial instruments and other areas; and

4) National consensus building, public education and dialogue to build broad consensus and support for this initiative.

Pre-proposal conference may be held in Washington DC; the RFP cover letter will advise if a conference will be held and the date and location information.
