Overview :
Angola has a population of 26 million people, with 50% under the age of 15. The prevalence of HIV among adults 15-49 years was estimated at 2% in 2013. Heterosexual contact is the principal mode of HIV transmission in Angola. The second most important mode of HIV transmission is peri-natal and occurs when the mother passes HIV to the child during pregnancy, at birth or during breastfeeding. Angola´s burden for HIV in TB cases is about 11% (i.e.11% of TB patients are co-infected with HIV).
While HIV prevalence and HIV/TB co-infection rates are currently lower than in other SADC countries, the preoccupying factors are: the high estimated mother to child transmission, the low estimated adherence of patients on ARVs, the non-inclusion of key populations in the National Strategic Plan for HIV/AIDS and the lack of systemic handling of co-infection HIV/TB. The new HIV grant of the Global Fund in Angola will focus on tackling these issues.
Global Fund in Angola:
The Global Fund is a financing mechanism that provides funding to countries to support programs that prevent, treat and care for people with HIV and AIDS, tuberculosis and malaria. Since 2005, the Global Fund has been supporting the fight against all 3 diseases in Angola. The latest approved grants were for the three diseases, as well as for health system strengthening. The grants are supposed to start on 1 July 2016. The grant for HIV and HIV/TB co-infection will be managed by UNDP as Principal Recipient, with INLS as the main implementing partner.
Rationale of the Assignment:
As Principal Recipient (PR) of Global Fund HIV grant in Angola, UNDP seeks to engage national counterparts, called sub-recipients (SRs), to implement a part of grant activities. The engagement of national counterparts as SRs is crucial to the successful implementation of the grants, the strengthening of national capacities, the promotion of country ownership and the long-term sustainability of the programmes. National organizations often possess detailed knowledge about local conditions and skills that can significantly enhance the impact of the Global Fund programme. It is in view of the foregoing that qualified Organizations are invited to present their proposals within the estipulated timeframe.
