Central Supply and Tenders Board on behalf of the Department of Works invites sealed bids from qualified and eligible bidders for the Output and Performance Based Road Contract for Hiritano Highway from Vanapa Bridge to Bereina Township (112 km) in the Central Province of Papua New Guinea. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004, revised in October 2006 and May 2010 and is open to all bidders from eligible source countries as defined in the Bidding Documents.

Funding: The Independent State of Papua New Guinea has received a Credit from the International Development Association towards the cost of the Road Maintenance and Rehabilitation Project II / Additional Financing and intends to apply part of the funds to cover eligible payments under this Contract.
Bid Validity 182 days

Bid Security K580,000 (five hundred and eighty thousand Kina) (equivalent of approximately US$ 180,000 (one hundred and eighty thousand US Dollars) and must be valid for a minimum of 272 days from the date of closing of Bids.

Bids submitted without a Bid Security will be REJECTED after the opening of Bids. Bid Security of Successful Bidders will be retained
Purchase of Tender Documents: Tender documents to be collected from Central Supply and Tenders Board, First Floor, Westpac Waigani Branch Building.
Tender Fee: A non-refundable tender fee of K1,000.00 (one thousand Kina) (equivalent of approximately US$310 (three hundred US Dollars) will be charged for each copy of the tender document. Payment to be made in the form of a Bank Cheque made payable to Central Supply and Tenders Board.

Immediately after the closing of Bids.

Pre Bid Meeting: A Pre-Bid Site Visit will be held starting at Vanapa Bridge at 9.30 am on 21st September 2016. A Pre-Bid Meeting will be held at the Department of Works Training Centre on Waigani Drive, Boroko, NCD at 9.30 am on 22nd September 2016

Instructions to Bidders

1. The number of copies of the Bid to be completed and returned shall be one (1) original and two (2) copies.
2. The site is located between Vanapa Bridge (Ch. 42.0) and Bereina Township (Ch. 153.7) on Hiritano Highway in the Central Province, Papua New Guinea.
3. Scope of Works under the proposed contract include but are not limited to rehabilitation works of existing Road Assets, improvement works and maintenance services over a four year period.
4. Contract period for the full contract is 44 months. However, different services have to be completed at different times as described in Table 2 – Summary of Scope of Works & Services of Part A, General Specifications.
5. Qualification requirements include:
(a) Average annual financial amount of construction works during the last three years shall be K35 million (thirty five million PNG Kina)
(b) Shall have successfully completed at least two (2) projects of similar nature during the past five (5) years each with a value of at least K50 million (fifty million PNG Kina).
(c) Shall possess essential equipment for earth moving, preparation of pavement material (crusher) and sealing works.
(d) Shall engage experienced and qualified personnel as detailed in the bidding documents.
(e) Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be K6 million (six million PNG Kina).
