The Companhia do Metropolitano de São Paulo - Metrô has received a loan from the International Bank for Reconstruction and Development toward the cost of Line 5 – Lilac – Project , and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: 41415213 - Supply of Data Transportation Metropolitan Network Solution – Infovia Metronet, based on IP/MPLS technology, comprising project, infrastructure, communication and management for Companhia do Metropolitano de São Paulo – Metrô.
The Companhia do Metropolitano de São Paulo - Metrô serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply of Data Transportation Metropolitan Network Solution – Infovia Metronet, based on IP/MPLS technology, comprising project, infrastructure, communication and management for Companhia do Metropolitano de São Paulo – Metrô.
Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January, 2011, revised on July, 2014, and is open to all Bidders eligible as defined in these Guidelines that meet the minimum qualification criteria : technical capacity, financial viability and legal qualification documents, as described on the Bid Data Sheet (BDS) entry for Instructions to Bidders (ITB) Clause 6.1 (a).
Interested eligible Bidders may obtain further information from Companhia do Metropolitano de São Paulo – Metrô and inspect the bidding documents at the address given below from 9 a.m to 11:30 a.m and from 1:30 p.m to 4:30 p.m A pre-bid meeting which potential bidders may attend will be held on September 29th 2016 10 a.m.
A complete set of bidding documents in English may be downloaded from www.metro.sp.gov.br. The downloadable version of the bidding documents, and any addenda to it, will be the binding one. As an alternative, a CD-R copy of the bidding documents may be purchased by interested Bidders in the Procurement Department of Companhia do Metrô, at Rua Boa Vista, 175 – 2º andar – São Paulo, from August 31st 2016 to October 11th 2016, from 9am to 11:30a.m and from 1:30p.m to 4:30p.m upon payment of a nonrefundable fee of R$ 10,00.
Bids must be delivered to the address below7 at or before 2 p.m on October 13th 2016. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 2 p.m on October 13th 2016.
The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
