Africa Enterprise Challenge Fund - Renewable Energy and Adaptation to Climate Technologies Component is a partner under Business Sector Programme Support Phase II, which was set up through a bilateral agreement between the Government of Denmark (Danida) and Kenya Government to run between 2011 and 2015. The development objective of this Programme was to create employment in micro, small and medium sized enterprises. Through Africa Enterprise Challenge Fund, Danida was to realize the objective of increased access to climate technologies. The AECF-REACT mandate was to provide incremental cost finance to projects that without support would not have passed the minimum risk-adjusted rate-of-return threshhold set by management in the proposing firm. Africa Enterprise Challenge Fund will not receive any further funding after 2016. In this regard, the Embassy intends to carry out an impact study of the Fund as it exits.
The key objectives for the study will be: to assess the nature of enterprises that have been supported by Danish funds; to document the results generated by the supported enterprises; to assess the impact and sustainability of the projects; to draw key learning with regard to funding climate related innovations; to carry out a gender analysis in order to understand gender dynamics in climate related technologies; to map out the key actors around the climate technologies through Africa Enterprise Challenge Fund; and to obtain recommendations from the consultants as to the key emerging issues in view of the information generated by the study. The maximum budget for the Study is DKK 400,000. The amount of time required for the study is 30 days, running in October and November
