Restricted Procedure: Medilink Training Programme for Palestinian Medical Staff in Israeli Hospitals - Israel, Palestine

Description: Denmark has supported the “Medilink Training Programme for Palestinian Medical Staff in Israeli Hospitals” through the Peres Center for Peace in Tel Aviv with DKK 27 million from 2005-2015. The programme objective is to strengthen the public healthcare system in the West Bank and Gaza. Through the years, the programme has trained more than 250 Palestinian doctors, nurses and technicians in Israeli hospitals and managed cooperation between 19 Palestinian and 29 Israeli hospitals. As a corollary peace building objective, the project attempts to promote mutual understanding between Israelis and Palestinians of similar professions. The 7th programme phase comprises two years (2017-2018) and has a budget of DKK 5 million.

The objective of the review is to: i) assess the progress, results and outcomes of the programme; and ii) recommend on changes and improvements which could strengthen the effectiveness and results of the programme.

The review will be conducted in accordance with Danida’s Aid Management Guidelines include assessments of e.g. progress of implementation including achievement of outputs and results, programme management, post-training effects, future sustainability, risk management and the need for adjustments due to developments in the programme context. Based on the assessments, the review will provide recommendations for further programme implementation as well as phasing out of Danish support.

We are looking for a consultancy company that can provide one a hospital medical doctor - as international senior consultant - with the following professional background:

• specialization in and experience from hospital medical work such as surgery or other key medical profession at university hospitals

• experience from working with hospital health care support including nursing

• at least five years’ experience from medical supervisory and medical training of junior medical doctors and support staff in university hospitals

• at least five years international experience from hospital work such as surgery or other key medical profession including hospital health care support

• at least five years documented experience from working with Danish International Development Assistance and Danida’s AMG in conjunction with Danida reviews, appraisals or evaluations

• documented experience from independent report writing according to the Danida AMG

• experience form working in a multicultural and/or conflict environments

• knowledge about and/or experience from Israel and Palestine

• fluency in written and spoken English

The assignment is expected to start by 21 November 2016 and be completed by 16 December 2016 early January 2017. Work in Israel/Palestine is initially planned for the period 24 November - 2 December. The total number of working days to be delivered is not expected to exceed 14 days.
