Expression of interest

Project Supervision and Implementation Assistance Consultants (PS&IAC) for  BIWRMD PROJECT

The Government of Balochistan is negotiating a “Credit” from the International Development Association (IDA) to improve the Water Resource Management in the Province through Balochistan Integrated Water Resources Management and Development Project, and it intends to apply part of the proceeds of this credit to payments for hiring services of qualified Consulting Firms. The Consulting services are required for Nari and Porali River basins titled Project Supervision and Implementation Assistance Consultants (PS&IAC)

The main aim of the Project is to support efforts by the Government of Balochistan (GOB) and communities to improve the management of scarce water resources in the Nari and Porali Basins. The Project activities are designed to recognize the importance of direct participation of water users, Farmer Organizations and other stakeholders. The Key indicators of project include: (a) increased surface water availability and reduced groundwater depletion; (b) increased water productivity through a combination of engineering, management, and agricultural measures; (c) expanded local capacity and participation of farmers to implement similar schemes and formulate plans for sustainable water resources development and watershed / Rangeland  management; and  (d) Transformation of water management in Balochistan from a narrow Irrigation project focus to an integrated multi-sectoral river basin planning and development approach. 

BIWRMDP now invites eligible consulting firms “Consultants” registered with Pakistan Engineering Council (PEC) to indicate their interest for providing services. The consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria and requirements are stated below;

  1. Corporate capacity for offering similar services (Core business) for ten (10) years and specific experience of at least five (5) years in the same business,
  2. Have undertaken at least 04 similar projects of comparable scale and complexity in similar organizations and geographical context,
  3. The firm should provide details including documentary evidences regarding Contract Awards, Reference Letters, Completion Certificates from the clients along with Postal Address and Contact Numbers of Clients, stating the scope of services and deliverables of all such projects for the last five (5) years or more during which they were completed,
  4. In case of Joint Venture (JV), the details of such projects will be provided separately as primary or associated consultant,
  5. Details of the Logistic Capacity of the firm including general availability of technically qualified staff in Survey, Design, Execution, Quality Control, Sub Soil Investigations, Hydromet Systems, Ground Water Management, Preliminary Infrastructure Design and Review of available Designs, Bidding Documents and Procurement Facilitation, Resident Supervision, Watershed and Rangeland Management, On farm Water Management, Agriculture Productivity, Matching Grants, Environmental and Social Safeguards.

Consultants are instructed to provide only materials that are specific to the proposed services and to avoid submitting generic promotional material such as Pamphlets, Flyers and irrelevant material within the profiles. The interested firms can submit EOI demonstrating their capacity to carry out the same. 

The attention of interested Consultants is drawn to Paragraph 1.9 of World Bank Guidelines:  Selection & Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers, January 2011 revised July 2014, setting forth the World Bank’s Policy on conflict of interest, information available at http://go.worldbank.org/WIUEK9OF20. In addition, please refer to the following specific information on conflict of interest related to this assignment. Expression of Interest for this activity are being invited in parallel with a separate activities for procurement of Monitoring & Evaluation Consultants for the same project. Due to potential conflict of interest, firms shortlisted for the M&E assignment will not be shortlisted for PS&IAC and vice-versa. 

Consultants may associate with other firms in a Joint Venture or a sub-consultancy to enhance their qualifications. A firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set forth in the Section-III of Consultant Guidelines.
