Objective and Purpose of the Assignment

The outcome of the consultancy assignment will be improved capacity of selected state government agencies, local governments and special purpose vehicles (SPVs) set up for development of Smart Cities to successfully implement urban climate change resilient projects. The ultimate aim of the C-TA is to support improved urban infrastructure and services in selected Smart Cities under the national Smart Cities Mission, capacity building activities (workshops, trainings, exposure visits, knowledge products), and recommendations on climate resilience incorporated into the project preparation and design. The outputs will include:
(i) mainstreamed climate- resilience in urban policies and plans; (ii) well-structured climate- resilience (infrastructural) projects developed; and (iii) strengthened institutional capacity, community awareness, and knowledge for sustaining climate-resilient cities.
The consulting firm would also support the selected cities in two key areas:
(i) conduct advanced climate risk and vulnerability assessments, resulting in integrated climate change-resilient urban plans, and strategic and actionable recommendations to strengthen urban climate change resilience of urban infrastructure and services (drinking water supply, sewage collection, wastewater treatment, drainage, sustainable urban transport, energy efficiency, etc.); and (ii) provide technical support to select state government agencies and cities in the implementation of the national urban flagship programs, including identification of smart, innovative and sustainable urban management projects, and support for institutional and capacity strengthening measures, including facilitation of Public Private Partnerships, some of which would be considered under an ADB investment program and/or financing through a line of credit being established by ADB with one of the financial intermediaries.
The consulting firm will provide on-call advisory assistance to ADB/Ministry of Urban Development (MOUD), Government of India in: (i) carrying out broad sector assessment for individual projects, including evaluation of how these projects fits into the strategy and vision of national, state or local government for development; (ii) reviewing project preparedness in respect of design, detailed engineering, preparation of contract documents, etc. and provide advice on any additional due diligence studies that needs to be conducted; (iii) carrying out safeguards analysis like environmental, social and gender, and resettlement as per ADB requirements; (iv) conducting technical assessment for climate change as described above; (v) conducting economic and financial analysis of the projects as per ADB requirements; (vi) defining procurement strategy including recommendations on packaging various contracts; (vii) providing recommendation on structuring projects based on commercial viability and their implementation on PPP framework through comparison of various financing modalities; (viii) undertaking financial management assessment of the project implementing agencies as per ADB’ s requirements; (ix) assessing project risks and develop a risk management plan in consultation with ADB; and (x) assessing economic indicators for achievement of results and project contribution to ADB Results Framework.
