Assignment Title: Consulting services for the development/application of water users score cards for measuring beneficiary satisfaction in the cities participating in UIP-2

Ukraine has received financing from the World Bank toward the cost of the Second Urban Infrastructure Project (UIP-2), and intends to apply part of the proceeds for consulting services for the development/application of water users score cards for measuring beneficiary satisfaction in the cities participating in UIP-2: Kyiv, Kharkiv (water, wastewater and solid waste management), Zhytomyr, Kirovograd, Cherkassy, Ternopil, Kolomiya, Kramatorsk, Novovolynsk, Chuhuiyv and Vinnytsia.

The scope of consulting services ("the Services") include development of users score cards based on key informant interviews, developing a sampling approach for households benefits from UIP2 activities, implementing structured interviews based on the sampling approach, and data analysis on results.   . Working closely with the Utilities and municipalities
for each city, the consultants develop a set of 3-5 areas of improvement that have to be regularly monitored by the utility. The consultants will also provide recommendations on the best way to organize such monitoring.


The scope of this assignment is based on 5000-8000 household interviews with sample size per city 400 to 1000 respondents with several levels of disaggregation.  For the purpose of the proposed survey several levels of disaggregation will be required. The consultant will develop a sampling methodology based on which the final number of the interviews will be decided. A preliminary list of parameters of the survey in all cities will be provided together with the Request for Proposals (RFP).

The Services shall be provided in accordance with effective and applicable laws, norms and standards of Ukraine.

Overall, the Services will be required over the period of four (4) months starting January 2017.

The Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

At least 5 years' experience in the relevant field in municipal sector;

*General experience and qualification of the company personnel;
*At least two successfully completed assignments of a similar nature during the last 5 years.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 and revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Selection based on the Consultants Qualifications method (CQ) as set out in the Consultant Guidelines.
