Request for Expression of Interest (EOI)
The Pacific Islands Forum Secretariat (PIFS) through the EU funded “Strengthening Non-State Actors Engagement in Regional Policy Development and Implementation Programme” is seeking submissions from reputable and suitably qualified/experience service providers for expression of interest for the design and delivery of a Non-State Actors (NSAs) Capacity Building Program for Supervisory and Facilitation Support.
The aims of the NSAs Capacity Building Program will be to:
- Address NSAs capacity needs in a range of relevant technical areas required for effective policy engagement;
- Increase participation and contribution of NSAs in effective regional policy dialogues and debate;
- Develop NSA requisite competencies to carry out relevant public policy related engagements; and,
- Up skill NSAs to engage effectively in public policy making process and or initiate policy development and implementation initiatives with national and regional relevance.
The expected outcomes of the NSAs Capacity Building Program are:
- Increase in skills and capacities relating to policy engagement (advocacy, analysis, etc);
- Regular/increased participation and contribution of NSAs in public policy debates, development and advice;
- NSAs heightened confidence in regional policy engagements; and,
- Ability of NSAs to influence regional policy priorities pertinent to their constituents.
Scope of work
The Service Provider will be required to:
- Contribute to the design and development of capacity building modules on policy engagement, particularly around policy analysis, research and evidence gathering, coalition building and advocacy strategy.
- Co-facilitate two workshops to deliver the modules in mid-March 2017 (likely to be in Apia and Suva)
- Provide ongoing supervisory and technical support to up to 10 participants as they develop their projects, from home office (via phone/email/shared sites).
- Co-facilitate a Peer Learning and Exchange Workshop in August 2017.
Timing
The Service Provider for the training module development would be contracted for the period January 2017 – September 2017 for an estimated input of 36 full days spread across the 8 month period. The table below outlines the proposed schedule of activities.

Submission of Expression of Interest (EOI)
Applicants interested in are asked to prepare a short document (2 pages) outlining:
- The consultant’s understanding of the policy context in which Pacific-based NSAs are operating
- Relevant experience in training/capacity building work with NSAs, highlighting any technical skills relating to capacity development, adaptive leadership and peer learning
- Supervisory skills relevant to guiding NSAs in coalition building, influencing and advocacy
- Estimated costs
