The Government of Belize has received financing from the Inter-American Development Bank (IDB) under the “Sustainable Tourism Program II”, and intends to apply part of the proceeds towards payments for the consulting services for COASTAL BASELINE STUDIES AND SHORELINE MANAGEMENT for a) the coast of Caye Caulker, (an island community and important tourism destination in the Belize District), and b) coastal areas in eastern Toledo, the southern-most district in Belize.  The main purpose of this consultancy is to carry out the necessary technical and feasibility studies to inform shoreline management recommendations, and specifically the design of shoreline stabilization and climate adaptation measures that consider an ecosystem-based adaptation approach. 

The firm will: (i) design and carry out baseline coastal studies for both target areas, ii) prioritize the coastal area for shoreline stabilization measures, (including where appropriate ecosystem-based coastal protection using non-structural and soft-engineering measures), based upon agreed criteria and stakeholder engagement; (iii) prepare detailed engineering designs and recommendations for shoreline stabilization investments which consider green climate resilient infrastructure; (iv) conduct the feasibility analysis of investments in accordance with the requirements of the Bank for public sector financing, including socioeconomic, environmental, financial, and institutional feasibility. The consultancy will also provide support to training and dissemination activities.

Anticipated duration of this consultancy is eighteen (20) months.  The consulting firm or consortium must show demonstrated experience and in-depth expertise in the design and feasibility analysis of coastal risk assessment and management programs in countries with similarities to Belize.  Required experience includes (i) the implementation of coastal and oceanographic baseline surveys, monitoring, and information systems, (ii) integrated coastal zone planning, (iii) comprehensive disaster risk management  (iv) Climate Change Adaptation and modelling, (v) physical modelling of and design of coastal engineering structures for erosion and other coastal risks; (vi) training and stakeholder engagement; (vii) environmental and social impact assessment; (viii) integrated coastal zone management and land-use planning and (ix) economic and financial analysis. Previous experience working in projects financed by multi-lateral and bilateral organizations in the Caribbean is desirable.

The procurement method for this contract will be Quality and Cost-based Selection (QCBS). The Ministry of Tourism and Civil Aviation, now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information establishing that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, availability of equipment etc). Consultants may associate to enhance their qualifications.
