The People's Republic of China has received financing from the World Bank toward the cost of the Yunnan Highway Asset Management Project, and it intends to apply part of the proceeds for the consulting services mentioned above.

The consulting services ("the Services") include: 1. Supervision on field monitoring facility construction; 2. Supervision on Data Center Construction; 3. Supervision on application system. The estimated inputs of staff-months are 200. The contract duration is about 24 months with the estimated start date from June 2017.
 
Entrusted by Yunnan Provincial Highway Bureau (the Employer), Instrimpex International Tendering Com., Ltd (Procurement Agent) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) Being an independent legal person entity, the consultant's business scope includes activities to be carried out under this contract.
b) Professional qualifications: with information systems engineering supervision B or above, or equal qualifications for international firm.
c) Have the ability and experience to carry out the supervision work of the project, and have a good record of performance for information system project supervision (not less than 3 projects in the past three years with each investment more than 100 million yuan), and good engineering supervision performance for the information systems in this industry.
d) The Chief Inspector, directors, professional supervision inspectors, document management engineers and construction safety inspectors who are involved in the project are required to have the qualification of the information system engineering supervision inspector or the equal qualification for international inspector. All personnel shall be registered in the bidder' company.
e) The inspector shall have the ability to guide and standardize the construction of standard management system and informational standardization system.
f) The inspector shall have the ability and conditions to ensure that the project team carries out the supervision work on the project site for a long time.
g) The inspectors shall abide by the relevant laws and regulations of the government, and have no illegal records, illegal activities, industrial punishments, etc. The inspectors shall not have any affiliation or interest relationship with the owner, the tender agency and the contractors. Its stakeholders shall not engage in the activities related to the procurement of equipment, system integration, application system development and third party testing related to the project.
h) The consultant service does not accept the joint venture or association, no subcontract, sub package or performance of the supervision work by proxy services with other companies are accepted.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (January 2011, revised in July 2014) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
 
Consultants may not associate with other firms in the form of a joint venture or a sub-consultancy.
 
A Consultant will be selected in accordance with the Quality-and Cost-Based Selection method set out in the Consultant Guidelines.
