1. The Republic of Serbia has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Second Serbia Health Project (SSHP). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Linear Accelerators and Accompanying Equipment with Construction, Reconstruction, Upgrade and Adaptation of Radiation Therapy Facilities in The Institute for Oncology and Radiology of Serbia, Clinical Centre Kragujevac, Clinical Centre Nis and Health Centre Kladovo.
 
2. The Ministry of Health (MoH) of the Republic of Serbia now invites sealed bids from eligible bidders for the Procurement of Linear Accelerators and Accompanying Equipment with Construction, Reconstruction, Upgrade and Adaptation of Radiation Therapy Facilities in The Institute for Oncology and Radiology of Serbia, Clinical Centre Kragujevac, Clinical Centre Nis and Health Centre Kladovo.
 
3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: "Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers", January 2011 ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.
 
4. Time for Completion of the whole of the Facilities shall be six (6) months. 
5. Interested eligible bidders may obtain further information and inspect the bidding documents during working days from 10:00 to 15:00 local time (GMT+1) at the following address:

6. Qualification requirements are given in the Bidding Document and include among other:
Average Annual Turnover
Minimum average annual turnover of EUR 40,000,000.00, calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2015, 2014 and 2013).
Financial Resources
The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:
(i)   the following cash-flow requirement: EUR 5,000,000.00
(ii)  overall cash flow requirements for this contract and its current commitments.
General Experience

Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years (2016, 2015, 2014, 2013 and 2012), prior to the applications submission deadline, and with activity in at least nine (9) months in each year.
Specific Experience
a) Participation as contractor, management contractor, or subcontractor, in at least two (2) contracts within the last five (5) years (2016, 2015, 2014, 2013 and 2012), each with a value of at least twelve million EUR (12,000,000.00), that have been successfully and substantially completed and that are similar to the proposed Plant and Installation Services. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer's Requirements of the Bidding Documents.
(b) For the above or other contracts executed during the period stipulated in Specific Experience (a) above, a minimum experience in the following key activities:
-  Execution of at least two buildings with more than 3000m3 cast concrete construction
-  Mounting, commissioning and testing of at least 4 Linacs. 
7. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of RSD 37,000.00 or EUR 300.00.
