The United States Agency for International Development (USAID) intends to issue a Request for Proposal (RFP) to address tertiary education in South Africa. The date of issuance is expected o/a February 18, 2003. The restructuring of higher education in South Africa is anticipated to have a significant impact on Historically Disadvantaged Institutions (HDIs) throughout the country. In this regard, the USAID/SA Tertiary Education Linkages Project (TELP) has taken cognizance of the need to enable higher education institutions, particularly HDIs to further the transformation agenda of the South African Government. As a consequence, TELP II will focus on two critical areas at the HDI institutional level, namely (i) curriculum development and program and qualification design, with Quality Assurance and Promotion as a component; (ii) management and administrative development. At the national level, the TELP II activity will support the Department of Education (DOE) in the policy development and implementation process, and in providing assistance on HIV/AIDS policy issues in response to DOE priorities. Under the anticipated 3 year contract, the contractor will be expected to provide long and short term level of effort technical assistance to the HDIs to (i) assist these institutions to design programs in accordance with the new academic policy; (ii) develop and implement quality assurance systems; develop and implement quality assurance systems; strengthen the management and administrative capabilities of staff. The Contractor shall be required to provide support to the Department of Education at the national level in the implementation of policy plans reflected in the National Plan for Higher Education, focusing on ensuring that the transformation agenda of the higher education branch with the Department of Education is realized.
 
The Contractor will provide technical assistance on HIV/AIDS policy issues to the DOE. USAID anticipates awarding one 3 year cost plus fixed fee term type contract using full and open competition.
