The U.S. Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) for one performance-based cost plus fixed fee completion-type contract for a five-year period at an estimated cost of $10 million for a Local Economic Development Program in Ukraine. The purpose of this program is to establish the essential infrastructure that will enable up to 50 Ukrainian city governments to attract investment, promote business development and provide for jobs creation. USAID expects that the following results will be achieved during the course of the activity: 1) cities' capacity to prepare a comprehensive Strategic Plan for community and economic development with full participation by NGOs, business associations and citizens is strengthened; 2) the capacity of local governments to proactively support existing and new business activity will be enhanced through development and utilization of a Tool Kit of business support techniques; 3) cities' capacity to create and use a network of civil society, business and professional associations in support of its development agenda for business formation and expansion instituted; and 4) a legislative agenda will be development and promulgated, first of regulatory reform that cities may unilaterally implement and second, of national legislation that would enhance the authority of local governments to promote business development.
 
Award will be based on full and open competition using the procedures in FAR Part 15. The NAICS code for the proposed award is 926110. Subcontracting with small business concerns and socially and economically disadvantaged entities: USAID encourages the participation, to the maximum extent possible, of U.S. entities that are small business concerns, small disadvantaged business concerns, and disadvantaged enterprises. It is anticipated that the prime contractor will make maximum practicable use of such entities. Small business and small disadvantaged business subcontracting plans, pursuant to FAR 52.219-9, are required. The solicitation will be available some time after April 14, 2003. USAID will not entertain questions until after the RFP is issued.
