1.This Invitation for Bids follows the General Procurement Notice for this project that appeared in the United Nations Development Business online (UNDB online) No. AfDB496-07/14 of 24th July 2014 and on the African Development Bank’s Internet Website (www.afdb.org) on 30th July 2014.

2.The Ministry of Finance and Economic Development, Government of the Republic of Zimbabwe has received a grant from the Zimbabwe Multi-Donor Trust Fund (Zim-Fund) administered by the African Development Bank (the Bank) to finance the Urgent Water Supply and Sanitation Rehabilitation Project Phase II (UWSSRPII). It is intended that part of the proceeds will be applied to eligible payments under:

Contract Ref. UWSSRPII/010B, Mechanical and Electrical Works for Water and Sewage Pumping Stations in Harare, Chitungwiza & Ruwa.

3.The Ministry of Finance and Economic Development has appointed Crown Agents Limited (Crown Agents) to act as its Procurement Agent. Crown Agents now invites sealed bids from eligible bidders for the execution of the works:

           Rehabilitation of water supply pumping stations in Harare and Ruwa;

           Rehabilitation of sewage pumping stations in Harare, Chitungwiza and Ruwa

           Supply and installation of bulk flow meters in Harare, Chitungwiza and Ruwa;

           Supply and installation of PRVs in Chitungwiza;       

           Rehabilitation of Ruwa Water Treatment Plant; and

           Related minor civil and building works;

4.A site visit and pre-bid meeting will be held on 22 and 23 March 2017. Prior registration to attend is essential. Details are in the bidding documents.

5.A complete set of the bidding documents, in English, may be obtained free of charge by interested bidders on the submission of a written application to the Project Manager, by email to zimfundpa@crownagents.co.uk. The bidding documents will only be available via the internet and must be downloaded by interested bidders. No fee is due.

6.The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Goods or Procurement of Works and the Operations Manual of the Zim-Fund. Bidding shall be by International Competitive Bidding (ICB).

7.Bids must be delivered to the address at 9 below by 13:00 hours (BST) on 11 April 2017 and must be accompanied by a security of Sixty-seven thousand United States Dollars (USD 67,000).

8.Bids will be opened in the presence of bidders’ representatives who choose to attend at 14:00 hours (BST) on 11 April 2017. at the address at 9 below. The bid opening will be transmitted live to the offices of the Zim-Fund at the following address:

About the Funding Agency

The African Development Bank is a regional multilateral development finance institution, established in 1963, with a mandate to further economic development and social progress of African countries, individually and collectively. 80 member countries including all the 54 African countries and 26 non-African countries in the Americas, Europe and Asia own the Bank. 

The Bank's principal functions include:
  1. using its resources for the financing of investment projects and programs relating to the economic and social development of its Regional Member Countries (RMCs);
  2. the provision of technical assistance for the preparation and execution of development projects and programs;
  3. promoting investment in Africa of public and private capital for development purposes; and (iv) to respond to requests for assistance in coordinating development policies and plans of RMCs. In its operations, the Bank is also required to give special attention to projects and programs that promote regional integration.
The Bank began its operations from its headquarters, in Abidjan, Côte d’Ivoire on July 1, 1966. For the purpose of its operations, the Bank also maintains Regional Resource Centers and Field Offices within RMCs.
 
For projects financed by the Bank resources, the charter requires suppliers for contracts for institutional activities and projects to be nationals of a member country. Only bidders from a member country of the Bank are eligible to participate in the procurement process. For goods to be eligible, they must originate from a member country.
