This invitation for prequalification follows the general procurement notice for this project that appeared in United Nations Development Business of 11.03.2014 on-line.
The Government of India, Ministry of Railways has applied for a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of Eastern Dedicated Freight Project-3 and intends to apply part of the proceeds of this loan to payments under the contract for Contract Package 304 - Design, Supply, Construction, Installation, Testing and Commissioning of 2x25kV AC Electrification, Signalling & Telecommunication, E&M and Associated Works on Design-Build Lump Sum Basis of Sahnewal-Pilkhani Section (approximately 175 Route Km of Single Line) of Eastern Dedicated Freight Corridor. The Dedicated Freight Corridor Corporation of India Ltd. intends to prequalify contractors and/or firms for Contract Package 304 as per details given below. It is expected that invitations for bid will be made in July, 2016.
Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 2011 and revised July 2014, and is open to all bidders from eligible source countries, as defined in the guidelines.

Interested eligible Applicants may obtain further information and inspect the prequalification document at the office of Dedicated Freight Corridor Corporation of India Ltd. at the address below during office hours, i.e. 0930 to 1800 hrs. A complete set of the prequalification document in English may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a non-refundable fee of Rs. 10,000/- or in 200 US dollars(including VAT). The method of payment will be through Demand Draft or Banker’s Cheque drawn in favor of Dedicated Freight Corridor Corporation of India Ltd. payable at New Delhi. The Pre-Qualification document can be obtained from the office of DFCCIL in person on any working day. If the applicant desires, the document be sent by post/courier service, then an additional charge of Rs. 1,000/- for inland delivery and Rs. 5,000/- or USD 100 for overseas delivery shall also be paid alongwith the fees stated above. The Pre-Qualification Document can also be downloaded from DFCCIL website www.dfccil.gov.in. If the document is downloaded from website, the applicant must deposit the non-refundable fee of Rs. 10,000/- or USD 200 in favour of Dedicated Freight Corridor Corporation of India Limited, payable at New Delhi along with application.
Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 15.00 hrs. on 10.03.2016 and be clearly marked “Application to Prequalify for ICB No. : HQ/SYS/EC/D-B/Sahnewal-Pilkhani dated 06.01.2016- Design, Supply, Construction, Installation, Testing and Commissioning of 2x25 kV AC Electrification, Signalling & Telecommunication, E&M and Associated Works on Design-Build Lump Sum Basis of Sahnewal-Pilkhani Section (approximately 175 Route Km of Single Line) of Eastern Dedicated Freight Corridor. Late applications will be rejected.
