Pre-solicitation Notice on SUDAN INFRASTRUCTURE PROGRAM

The United States Agency for International Development (USAID) will be seeking proposals from prospective contractors for Construction Management services to address Southern Sudan’s extensive deficiencies in physical infrastructure.

The purpose of the contract is to acquire services for the construction of new and the rehabilitation of existing regional infrastructure, including primary and secondary roads, bridges, airstrips, water transportation networks, urban infrastructure, railways, government office buildings, schools and clinics, electrification, telecommunications, markets, warehouses, and food storage facilities. Technical services would ensure that all works comply with internationally acceptable environmental protection practices appropriate to Sudan’s southern ecological zones. To the extent possible, all works would also be designed to maximize local employment opportunities and the development of local skills.

The contractor will assume responsibilities for short and long-term technical and engineering assistance in construction management and supervision. The selected organization shall sub-contract the design and construction/rehabilitation activities. All work to be undertaken under the contract will be authorized in the form of Task Orders. Task Orders will be developed by the Contractor and approved by USAID after individual projects or specified activities have been identified by USAID. The following is an illustrative listing of possible Task Orders:
Task Order #1 General Contract Management and Administrative Support.
Task Order #2 Roads Rehabilitation.
Task Order #3 Bridge Replacement.
Task Order #4 School Construction.
Task Order #5 Procurement of Materials and Equipment

The estimated cost of the contract over a 5-year period is $400 million.
