The United States Government, represented by the U.S. Agency for International Development (USAID) in Yerevan, Armenia, intends to issue a Request for Proposals (RFP) from qualified organizations interested in implementing a technical assistance program to support Market Liberalization & Electricity Trade Program (MLET) in Armenia. USAID plans a single award for a 5-year cost plus fixed fee, completion type contract with a total estimated cost in the range from $5.5 to $6 million for the implementation of this activity.
The activity will focus on assisting in the establishment of the necessary legal regulatory framework, creating market rules, procedures, and software, and providing necessary training and consultancy in order to support a smooth transition to an open market. The activity will assist the Government of Armenia and energy entities in the creation of an investor-friendly environment to accelerate competitiveness, power sector development, and regional trade, and in a broader context, improve the country's economic development.
