The Government of Senegal (GoS) is implementing a bus rapid transit (BRT) project ( the Project) with the assistance of IDA financing for the infrastructure component of the Project. The Dakar BRT Project will introduce a bus-based mass transportation system in the Greater Dakar Area. The project consists broadly of (i) Transport infrastructure and systems (on public sector with financing form the WB): construction of bus lanes, terminals and stations, passenger information system, safety and security, etc. and (ii) Transport equipment (on private sector) procurement of bus fleet, operating a close trunk BRT system, estimated at around US$ 60m (the Project). GoS had also opted for an intelligent transport system (ITS) and decided that fare collection would be managed separately and will implement a tender process to select a Manager (the infrastructure would be covered under the WB financing). A new BRT Agency will be created within CETUD for supervision and monitoring of the BRT system (trunk and feeder)
GOS has requested IFC's assistance in the structuring and implementation of the private sector components of the BRT project under a public private partnership. IFC will assist GoS in the implementation of the PPP up to the selection of the private Operator and the financial close of the transaction. IFCs mandate will be executed in 3 phases: Phase 1 in two components (1A- Institutional review and due diligence and 1B- Structuring) and Phase 2 (implementation). Phase 3 to be implemented in parallel with phase 2) will be for implementing a transaction for fare collection and to select a Manager. Phase 3 also includes assistance for setting up the new BRT Agency within CETUD.
Phase 1 was completed in December 2016 and the Project has now entered into phase 2.
In that regards, IFC will be requiring the services of a qualified Strategic, ITS, Technical Consultant to assist, during phases 2 and 3 of the Project, on all technical aspects of the Project, including assistance with ITS and fare collection.
The Consultant will work in collaboration with other IFC-hired consultants and will be part of the IFCs transaction team.

QUALIFICATION CRITERIA

- Experience in urban planning and integrated transport projects at various scales including experience with urban planning policies and regulations, ridership demand forecast and mastery of EMME is desirable (and other specialized software);
- Mastery of BRT design and operations, experience in integrated transport systems, transit-oriented master-planning project to improve public transport, as well as BRT corridor design and BRT system planning required
- Experience in BRT and urban transport projects undertaken under PPP scheme and experience with private sector related issues in PPP structuring in urban transport;
- Ability to work in French will be a definitive advantage. Alternatively, Consultant will have to arrange for translation of their deliverables
