Contract Title: DESIGN AND CONSTRUCTION OF NETWORK AND HOME CONNECTIONS IN THE CITY OF DUNDO

The Government of the Republic of Angola has received financing from the World Bank and the Agence Française de Développement – French Development Agency (AFD) toward the cost of the Water Sector Institutional Development Project II (WSIDP II), and it intends to apply part of the proceeds toward payments under the contract PO 2W3/DUNDO/DNA/16 for the DESIGN AND CONSTRUCTION OF NETWORK AND HOME CONNECTIONS IN THE CITY OF DUNDO.
 
The Financial and Contract Management Unit (FCMU) of the National Water Directorate (DNA) of the Ministry of Energy and Water (MINEA) now invites sealed bids from eligible and qualified bidders for Design and Construction works, comprising the following:
 
Update the preliminary design of the network of the  urban and peri-urban areas of the City of DUNDO;
Detailed Design and Construction of network in the city of DUNDO – comprising the detailed design and construction of 150 kilometers of water network and 15,000 household connections.
 
The construction works of network will include excavation and back filling, pipes and all accessories, chambers, home connections, testing and commissioning.
Qualifications requirements include:
 
Technical Experience Requirements
 
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
 
Experience under construction contracts in the role of prime contractor, JV member, sub-contractor, or management contractor for at least the last ten (10) years, starting 1st January 2007;
A minimum number of similar contracts (the similarity shall be based on the physical size, complexity, methods, technology or other characteristics as described in Section VI. Employer’s Requirements, including construction of networks and household connections in peri-urban areas in developing countries.) specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2007 and application submission deadline:: (i) two (2) contracts, each of minimum value US$ 12.8 million or (ii) one (1) contract, of minimum value US$ 25.6 million;
For the above and any other contracts completed and under implementation as prime contractor, joint venture member, management contractor or sub-contractor on or after the first day of the calendar year during the period stipulated in 4.2 (a) above, a minimum construction experience in the following key activities successfully completed: Design and construction of water distribution networks totalizing 60 km.
Financial Requirements
 
Submission of audited balance sheets or, if not required by the laws of the Bidder’s country, other financial statements acceptable to the Employer, for the last five (5) years shall be submitted and must demonstrate the current soundness of the Bidder’s financial position and indicate its prospective long-term profitability.
Minimum average annual construction turnover of US$ 12.8 million, calculated as total certified payments received for contracts in progress and/or completed within the last five years, divided by five (5) years;
The Bidder must demonstrate access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD$ 2.1 million for the subject contract(s) net of the Bidders other commitments.
 
A margin of preference shall not apply.
 
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 2011, revised July 2014, (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
 
Interested eligible bidders may obtain further information from the Financial and Contract Management Unit (FCMU) of the National Water Directorate (DNA) and inspect the Bidding Documents at the address given below from 09.00 am to 03.00 pm.
 
A complete set of Bidding Documents in English may be purchased by interested eligible bidders upon the submission of a written Application to the address below and upon payment of a non-refundable fee of five hundred US Dollars ($500) or eighty three thousand three hundred and sixty Angolan Kwanzas (83,360.00 KZ). The method of payment will be by direct deposit or transfer to following WSIDP project bank account:
