The Federal Democratic Republic of Ethiopia has received financing from International Development Association (IDA) and Development Partners toward the cost of Productive Safety Net ProjectIV (PSNP4) and intends to apply part of the proceeds for consulting services.

The Consulting services (“the Services”) includes the establishment of a sustainable mapped database of PW in the 319 PSNP Program Woredas, in order to analyze the achievements and prospective actions of the PW activities. The major activities include:

*Preparation of DetailedSystem Requirement study for mapped PW database

*Preparation of Mapped PW database system design document

*Develop mapped PW database system and undertake user acceptance test of the designed  system

*Provide software and hardware specification requirement of the system

*Collect spatial data and associated attributes of PW and the micro-watersheds in which they are situated, and develop summaries and maps by micro-watershed, Kebele, Woreda and the greater watershed level; and prepare PW and micro-watershed status reports for Woredas and watersheds. 

*Migrate data collected on all watersheds in to the developedPW mapped database  system

*Develop a detailed operations manual for the PW mapped database system

*Prepare training materials and provide capacity building on the established mapped database system

*Provide maintenance and support on the established PW database system

The implementation period of the assignment is for two years starting from beginning of June 2017.

The Natural Resources Management Directorate of the Ministry of Agriculture and Natural Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The short listing criteria are: qualification and experience of the firms in the field of assignment, technical and managerial capabilities of the firms, consultant’s core business and years in business and information on the qualification of the key staff but not individual experts’ bio data,

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, revised July 2014) (“Consultants Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of joint venture or a sub consultancy to enhance their qualification.

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
