 National Procurement Consultant (NPC)

 (30 months over the period of 42 months from the contract start date)

1. The Royal Government of Cambodia (RGC) has obtained financing from the National Development Association IDA) towards the cost of the South East Asia Disaster Risk Management Project for rehabilitation and upgrade of Rural Roads in six Provinces in Cambodia. The Ministry of Rural Development is the implementing agency for component 1 and 3 of the Cambodia Disaster Risk Management Project (DRMP) and intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The Project Development Objective (PDO) for the Southeast Asia DRM program is to reduce the impacts of natural hazards – in Cambodia this will entail improving climate resilient rural road connectivity in selected provinces

2.The NPC will be based in Project Management Unit, Ministry of Rural Development and responsible for providing procurement professional assistance to PMU of DRMP to implement, coordinate, and monitor project procurement activities under the project in accordance with the agreed and applicable procurement procedures, guidelines, and the financing agreement for the project. In doing so, he/she must work in close consultation and cooperation with PMU staff, consultants, and all concerned entities of DRMP. The NPC will work under the supervision and guidance of the head of procurement unit of MRD and report to the project director.

3. Minimum Key Qualifications:

*Bachelor degree in Civil Engineering, or other relevant field.

*At least 5 years of procurement experience in carrying out public procurement of goods, works and consultant services.

*Have demonstrated professional experience with donor financed projects in the areas of procurement management. Experience with procurement under the World Bank–financed projects is given a preference.

*Familiarity with World Bank Procurement Procedures, Policy and Guidelines for Consultants’ Services, Goods and Civil Works.

*Familiarity with RGC’s SOP, Procurement Manual and Standard Bidding Documents for Externally financed Projects will be an advantage.

*Fluency in written and spoken English and Khmer.

*Comprehensive computer skills with minimum in use of Microsoft Office.

4. Contract Duration: The National Procurement Consultant is contracted for 30 months over 42 months from the contract start date. 

5. The Ministry of Rural Development invites expressions of interest from qualified and experienced candidates to undertake the above mentioned services which are further detailed in the Terms of Reference for the assignments. The National Procurement Consultant will be selected in accordance with the World Bank’s Consultant Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014.

6. In submitting their expressions of interest, Candidates must provide their updated curriculum vitaes, indicating professional skills, academic qualifications, and experience in similar assignments, along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).

7. Interested candidates can request for the detailed Terms of Reference (in English) for the assignment from the address below during office hours from 8:00 to 12:00 and from 13:30 to 17:30 hours, Monday through Friday, except the government public holidays.
