CONSULTING SERVICES

The Espírito Santo State Government is in the contracting phase of a loan agreement with the International Bank for Reconstruction and Development – IBRD, the World Bank, toward the cost of the Espírito Santo Integrated Sustainable Water Management Project, and intends to apply a part of the proceeds to payments for the specialized consulting services to develop and implement Revision and Tariff Restructuring of the Sanitation Services and Regulatory Accounting, wich is compatible with the competences established on the local legislation (Federal Law No. 11.445 and Regulatory Decree No. 7.217; State Law 9.096).

The object of this contract involves: (i) Tariff Management; (ii) Regulatory Accounting. It aims to establish the legal and methodological framework for the implementation of a set of regulatory acts that indicate, conceptualize and update the data that allows to establish and systematize the economic and financial regulatory model of the state sanitation sector, aiming to contribute to improving ARPS’s performance.

The Directive Committee of the Project through with the Regulatory Agency for Public Services - ARSP, invites eligible and interested consulting firms to express interest in providing the above-mentioned services. In case of a consortium, it is necessary to identify the Lead Company. Interested companies should provide information demonstrating relevant qualifications and expertise for these services, such as: company portfolio; list of similar contracts and their details (contractor’s managers, with their phone numbers and contact emails).  The criteria for the formation of the Short List of Consultants will take into account descriptions of similar services performed and experiences in similar conditions at national and international level.

The estimated period for the execution of the services is 18 (eighteen) months from the date of the Service Order’s issuance.

The manifestation of Interest does not imply any commitment. The selection process will be conducted according to the Quality and Cost-Based Selection (SBQC) method established in the World Bank Guidelines: Selection and Hiring of Consultants by World Bank Borrowers, published in January 2011 (http://www.worldbank.org/en/projects-operations/products-and-services).

All consultants interested must send the Expression of Interest with the respective Portfolio in a sealed envelope, directly or through mail or e-mail to the address indicated below until the day July 03,2017.
