Name of the task: The Master Plan for the Bóbr River catchment area – The concept of implementing the FRMP in the Bóbr River catchment area in terms of the identification of investment priorities in the water region of the Middle Odra River  Contract no. (in accordance with the Procurement Plan): 5.6
 
The Government of the Republic of Poland got co-financing from the World Bank to be used for financing the costs of the Odra-Vistula Flood Management Project (OVFMP) and intends to use part of funds for consulting services.
 
The said consulting services ("Services") shall be realised in favour of the Project Implementation Unit of OVFMP i.e. Regional Water Management Authority in Wrocław (RZGW Wrocław), on the basis of a consulting contract signed by the unit with a selected Consultant.
 
The aim of the service provide by the selected Consultant is developing documentation entitled Master Plan for the Bóbr River catchment area – The concept of implementing the FRMP in the Bóbr River catchment area in terms of the identification of investment priorities in the water region of the Middle Odra River. In this procedure, the Master Plan should be understood as developing strategic actions, predicted in the Flood Risk Management Plans (FRMP) within the catchment area of Kwisa and Bóbr jointly with specifying the current and necessary investment actions in the light of identifying investment priorities in the catchment area of the Middle Odra.
 
The scope of actions undertaken by the Consultant shall cover:
1. Providing the details of the methodology of assigning investment priorities and activities (presented by the Consultant in its offer) in agreement and with acceptance of the Employer, in the catchment area covered by the study, with particular consideration of assumptions and criteria of flood protection on highly endangered residential and economic activity areas.
2. The assessment of the possible use of source materials (national documents, flood protection studies and other local planning documents) within the context of the detailed methodology of assigning investment priorities and activities in the catchment area.
3. The identification and assessment of a flood hazard in watercourses not included in the FHM and FRM but located in the tributaries of the problematic areas according to FRMP, Hot Spots.
4. The updated version of inventory of technical objects and preparing an initial opinion on the technical condition and maintenance needs of the hydraulic and communication infrastructure. The analysis of the spatial development condition in the flood areas, in particular intensely developed areas and of a natural environmental value (e.g. protected areas) and the sections of watercourses sensitive to morphological changes (erosion, sedimentation).
5. Supplementary geodesic terrain measurements for the needs of the Concept (e.g. cross sections for modelling, including rivers not considered in the FHM and FRM) - the Consultant's proposal within the context of the accepted methodology of assigning investment priorities and activities in the catchment area.
6. The analysis of hydrological data (with proposed quality control methodology and tools) for the planning of the rebuilding of the existing structures or building the new ones in the assessment of a flood hazard and its limitation effects, including reference to the results of climatic changes for the needs of planning solutions - more extensive hydrological analysis, including uncontrolled watercourses and those not considered in the FHM and FRM but included in the study:
a) updating hydrological data used in hydraulic models, which were a basis for preparing FHM and FRM,
b) preparing hydrological data for the assessment and implementation of hydraulic modelling for watercourses or their sections not included in IFRA and FHM and FRM for controlled and uncontrolled profiles,
7. The assessment of the effectiveness of increasing the natural retention (slowing down the surface flow, planting forests, etc.) through the analysis of the existing condition of the catchment area development and FHM.
8. The analysis of the rules for water management in the existing storage reservoirs and dry polders - assessment of the possibilities of water management changes within the context of intended flood protection.
9. The collection and verification of the planned investment activities in order to create a uniform list of flood investments possible to be implemented in the catchment area of the Procurement.
10. The definition of the flood protection variants in the catchment area and performance of hydraulic modelling – the assessment of the hydraulic adroitness of variants and selection of a protection system with the confirmation of the effectiveness of the proposed solutions based on the hydraulic modelling results.
11. The impact assessment of the activities proposed in the catchment area concerning the transformation of a flood wave, including the size and time conditions of the flood wave lowering based on: the detailed localisations of structures, their technical concepts, the analysis of water management and with consideration of the safety of structures and adjacent terrains.
12. The initial assessment of the geological structure of the areas planned for the prospective localisation of new storage reservoirs (dry and with a constant water damming option), based on the available archive materials.
13. The preparation of the list of investment priorities proposed to be implemented in the form of the investment programme (including the investment packages), including:
a) conducting the assessment of investments possible to be implemented in terms of the completeness of preparing the design documentation, the degree of implementation preparation, estimated implementation time, prospective time needed for supplementing documentation, dates for obtaining respective permits and readiness for implementation,
b) analysis of the environmental impact of the anticipated investments, including the requirements of:
 i. Polish law and EU's directives
 ii. preparing the FEMPs in the event of the WB funding
c) preliminary analysis of the social impact, including the WB's requirements while preparing the RAP - Land Acquisition and Resettlement Action Plans.
d) assessment of the occurrence of possible conflicts (environmental, social, planning, etc.) for respective investments,
e) conducting the assessment of the planned investments in terms of the implementation time and schedule.
14. Developing GIS spatial database with the description of investments and legible reference map in the scale 1:10 000 or larger scale (orthophotomap base, topographic map) with the localisation of investment structures and protected areas planned as part of the Master Plan owing to their functioning and the initial list of permanent and temporary occupation of lands indispensable for the investment implementation.
15. Preparing the initial Feasibility Study which will include:
a) A initial analysis, determining and reporting estimated investment, replacement and operational costs in the 30-years' period analysis and costs of obtaining the terrain for the investment, including settlement costs,
b) initial analysis of options for variants identified in item 10, carried out according to Appendix III of the Executive Order of the Commission No 207/2015, i.e. at the strategical level as a multi-criterion analysis (qualitative and quantitative) and at the technological level as a qualitative analysis.
The option analysis should include social, environmental, technical and economic criteria,

c) initial costs and benefits analysis (CBA) carried out according to the Annex III to the Regulation 207/2015. It is recommended to apply a method of annual average damage (AAD). The property unit values for the respective terrain usufruct classes under the Regulation on the flood hazard and risk maps, reflecting the property values from the price level from 2008 must be indexed with a consumer price index in the period 2008-2017. Such an analysis must be conducted on constant prices with the use of 4% discount rate with the financial effectiveness assessment and 5% discount rate with the economic effectiveness assessment.
16. Preparing implementation of the social impact forecast for the recommended variant along with a preliminary social information campaign project and the list of interested parties.
17. Performing the initial schedule for the implementation of investments recommended in the Master Plan (design studies, critical path for obtaining administrative decisions, dates of construction works and obtaining usufruct permits).
18. Preparing the draft Master Plan for the Bóbr River catchment area.
19. Preparing the forecast of the environmental impact of the draft Master Plan and carry out the strategical environmental impact assessment procedure.
20. Assessing the reservations and considering such reservations in the draft Master Plan.
21. Preparing the final version of the Master Plan.
22. Preparing the Final Report with the summary of the works completed.

Planned duration of Services performance is: 20 months.
 

Regional Water Management Authority in Wrocław requests consulting companies ("Consultants") to expression of interest in Service provision. The interested Consultants should hand over information showing that they have required qualifications and relevant experience to perform the Services. The criteria in order to be included in the short list are as follows:
 

1.

Experience in developing studies, concepts or multi-variant programmes/analyses for hydrotechnical / flood protection projects in accordance with the requirements of both Polish law as well as European Union law and the policies of the World Bank

2.

Experience in development of Feasibility Studies for hydrotechnical flood protection projects

3.

Experience in implementation of hydrological and/or hydraulic models being elements of studies, concepts or multi-variant programmes/analyses for hydrotechnical / flood protection projects

4.

Experience in planning and preparation of large water management projects.

 The attention of the Consultants is drawn to the section 1.9. "Guidelines of the World Bank Selection and employment of consultants under IBRD loans and IDA credits and grants by World Bank borrowers, January 2011 as amended in July 2014 ("The World Bank Guidelines concerning Consultants"), that presents the policy of the World Bank concerning conflict of interest.
 
The Consultants may merge in order to increase their qualifications. "The merger" may have a form of a Joint Venture or consultants- subcontractors. In case of Joint Venture (JV), in order to create a short list, all members of JV shall be evaluated jointly and should be jointly and severally responsible for the contract and sign the contract in case of awarding in to the said JV. In the Expression of Interest (EOI), the Consultant should, separately for each member of Joint Venture, present information on their experience and qualifications. Interested Consultants should clearly specify the cooperation form and indicate in their application, the obligations of partners and consultants-subcontractors. Not clear provisions of the expression of interest, including phrases "jointly with: and/as well as "in relation with" etc. may be the reason for failure to qualify the Consultants into a short list. It is a rule that a company submits one expression of interest in which it indicates if it appears as a consultant-subcontractor, individual consultant or member of a joint venture. One shall remember that a consulting company may submit only one EOI in the same selection process either as an individual consultant or as a joint venture partner. None of the companies that submitted EOI as an individual consultant or member of joint venture, may not be a consultant-subcontractor in the same selection process. A company, appearing as a consultant's subcontractor or joint venture, may appear with other consultants but only as consultant-subcontractor.
 
The Consultant shall be selected in accordance with the selection mode based and quality and cost (Quality and Cost-Based Selection) specified in the Guidelines of the World Bank concerning Consultants.
With regard to this tender a lump-sum contract has been envisaged.
