The Government of the Republic of Angola (GoA) has received financing from the International Bank of Reconstruction and Development (IBRD) and French Agency of Development (AFD) towards the cost of the Second Water Sector Institutional Development Project (WSIDP-2), and intends to engage the services of a Procurement Officer.
The Procurement Officer will be hired to support all activities related to the procurement of Civil Works, Goods, Consultant’s Services, Non-Consultant´s services, Training and Operating Costs required for the FCMU-WB/AFD procurement activities related to the WSIDP 1 and 2 projects. S(he) will work under the guidance and supervision of the Senior Procurement Specialists.
The Financial and Contract Management Unit (FCMU) of the National Water Directorate (DNA) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).
The candidate for this position should have demonstrated procurement experience and knowledge of procedures applicable to multi-lateral financing. Specifically, the specialist should have:
The assignment is expected to last 36 months, with option of renewal based on performance.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January2011, revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the IC method set out in the World Bank Consultant Guidelines.
