Assignment Title: Assessment and promotion mechanism design for pilot district energy cities
Reference No. (as per Procurement Plan): NDRC-2017-6
The Government of China has received funding from the World Bank toward the cost of the GEF project Developing Market-based Energy Efficiency Program in China, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include review international experience and develop implementation plan for China to improve its district energy system, select a few pilot cities and study the mechanism to promote district energy system. The Term of Reference is available on www.chinanecc.cn
The Project Management Office now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
(1) Consultant with independent legal personality;
(2) Experienced in energy planning, technology dissemination, and data analysis of district energy;
(3) Good communication ability with local governments, enterprises and industrial association;
(4) Have solid foundation for cooperation with international research institute in the field of district energy
(4) Have a research team of system energy efficiency analysis, district energy data analysis and related fields
(5) Team members with good written skills in both Chinese and English.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, revised July 2014.(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
