Assignment Title: Consulting Services for EE in Power Generation

Reference No.: EU IPA13 / CS-01c 

The Republic of Turkey has been allocated grant funds from the European Union Instrument for Pre-Accession Trust Fund which are administered by the International Bank for Reconstruction and Development (IBRD) and executed by the General Directorate of Foreign Relations and EU of the Ministry of Energy and Natural Resources (MENR). MENR intends to apply the funds to eligible payments under the contract for Consulting Services for EE in Power Generation under IPA 2013 Energy Sector Program Phase-2.

The scope of the consulting services ("the Services") will include analysis of selected EUAŞ power generation facilities through: (i) determination of the factors and risks (technical, climatic and operational) affecting the efficiency and sustainability of power generation; (ii) recommendation on  corrective measures and actions to increase operational and technical efficiency and risk management capabilities, including climatic and disaster risks; (iii)  assistance in taking immediate measures and prepare feasibility reports for the implementation of the recommendations and (iv) increasing administrative and operational capacity as well as detailed work on selected hydroelectric power plants, selected (around 14) EÜAŞ Hydro Power Plants (HPP), with installed capacities ranging from 32 MW to 1300 MW in Turkey.

The duration of services is envisaged as 18 months.

MENR now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The shortlisting criteria are: 

*Experience in the hydro power generation sector,

*Experience in medium to large scale hydropower plant operation and optimization with demonstrated generation efficiency and risk management experience,

*Experience in establishment and execution of performance measurements, on site assessment, efficiency analysis and monitoring systems in power plants,

*Experience in management/development of hardware and software in power plants,

*Experience in preparing needs assessments and feasibility studies.

*Staffing capacity in preparation/implementation of the above.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (revised July 2014) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.  

Consultants may associate to enhance their qualifications. The "association" may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of "in association with" and/or "in affiliation with" and etc. may not be considered for short listing.

A Consultant will be selected in accordance with the Selection Based on Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
