Provision of Services to develop a blueprint for a National Sustainable Development Goals (SDG) Data Monitoring Dashboard (Dashboard Blueprint)

Overview :

Notice of Cancellation - With reference to the Procurement Notice No. 43003 that was posted on 15 December 2017, UN Country Team was informed by UN DESA and the UN Statistics Division of their development of a global SDG Data Hub and that they were working with some countries on their national SDG data platforms in close partnership with their National Statistical Offices. As such the request for proposal has been cancelled. 

We apologized for all the inconvenience caused. 

The Service Provider will be responsible for putting together a team of experts as needed at their own cost, in ensuring the full delivery of the Dashboard Blueprint and mock-ups that will address the following key areas (please note that these may vary subject to further in-depth discussions with Government and the UN system):

• Work closely with the designated focal points and relevant parts of the UN system and Government, and attend all required meetings and discussions.
• Understand the aspirations, requirements, challenges and bottlenecks and propose the best solution accordingly.
• Identify and define an access control system that allows contextual and role based access to the dashboard, e.g. identifying the users within the Government that will be able to provide information, identifying users who will be able to visualise the provided data, identifying users at regional and global UN levels who will be able to view and extract information from the dashboard, identifying the level of access and layers of data that would be made visible to public users and various stakeholders etc.
• Identify and define the data ingress point and the acceptable formats that data must be provided. This exercise would include acceptable formats for data uploads like excel, data in plain text files etc. and manual keying in data sets, their verification processes as well as publishing processes.
• Define storage and access to raw information provided by a Government. This exercise must be linked to the roles of different users defined in the system and should be backed by an auditing mechanism that keeps track of what data was accessed by which user and what actions the user performed on the system.
• Identify and define the infrastructure required to support the implementation of the solution. The blueprint should clearly design the proposed dashboard to be implemented as an “off-the-shelf” solution ensuring that the implementing country has complete control over the datasets provided and maintain the confidentiality, integrity and availability of the information. The meta data defined by the blueprint should help in indicator setting, meta data vetting etc. 
• Define visualisation for use at the country level at the regional level and at the global level by the UN and other stakeholders.    
• Define key visualisation sets for the information sets provided with enhanced search and drill down capabilities of the various data sets.
• Define an outline for the training that will need to be provided to ensure that the country is able to undertake the implementation of the solution with minimal supervision.
• Define the timeline to deliver the solution based on the identified deliverables in the blueprint.
