The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS), International Team in Atlanta, Georgia intends to competitively solicit for the acquisition of International Technical, Operational and Professional Support Services (ITOPSS) and make awards in response to Request for Proposal (RFP) 2016-N-17769. This Request for Proposal (RFP) is to acquire services in support of various technical, operational, and professional support services to be performed in some or all of the 84 countries currently supported by the CDC's Center for Global Health (CGH). There are three (3) three focus areas for this solicitation: Technical services include, but are not limited to specialists in laboratory, demography, database/data development and management, technical writing, building and design coordination, communication, human capacity development, emergency operations and response, research science, and information technology. Operational services include, but are not limited to administrative support, office automation services, program coordination, financial tracking and consulting, facility maintenance, project analysis, extramural resource management, study coordination, program operations, and other related fields. Professional services include, but are not limited to microbiology, pharmaceutical, nursing, medical, surgical, epidemiology, research, science, laboratory, entomology, virology, statistics, health economics, health administration, and other related services. The procurement is being solicited as a full and open competition under NAICs code 541990-All Other Professional, Scientific and Technical Services. The Government intends to make a maximum of three indefinite-delivery/indefinite-quantity (IDIQ) awards from this solicitation. The awarded contracts will be for 60 months (five years) with a total ceiling of $250,000,000.00 for all awards combined. There will not be a site visit for this procurement. This solicitation will be issued in electronic format only and will be posted on or about 11 May 2016 on Federal Business Opportunities (FedBizOps) website at www.fbo.gov. Questions regarding this synopsis shall be submitted by email to Kellie Sapp at bin3@cdc.gov. No telephone calls will be accepted. The scheduled proposal due date will be approximately thirty (30) days after the posting of the solicitation. There is no solicitation available at this time. In accordance with Federal Acquisition Regulation (FAR) 5.203, this synopsis serves as a pre-solicitation notice. This notice does not obligate the government to award a contract. In order to be eligible to receive an award resulting from the RFP evaluations, the contractor must be registered in The System for Award Management (SAM) database, NO EXCEPTIONS. You may register via the Internet at https://www.sam.gov/index.html/#1. No paper copies of the solicitation will be issued. It is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to any and all documents.
