The United States Agency for International Development in Burma (USAID/Burma) intends to issue a Request for Proposals (RFP) for the "Community Strengthening Project (CSP)." This is a Cost-Plus-Fixed-Fee (CPFF) completion type contract, with a total estimated cost in the range of $43 to $47 million, covering a total estimated period of three years with one two year option.

The goal of the project is to design and implement interventions to assist communities in areas affected by or prone to conflict to improve access to essential services, recover from conflict, improve their resilience to future shocks, and empower them to more fully participate in Myanmar's democratic transition and national reconciliation processes. The Contractor will achieve this goal by promoting locally-driven and community-centered approaches that: expand access to essential services such as health, education, livelihoods, water, sanitation, and civil documentation; improve or rehabilitate community infrastructure; support early recovery and enhance resilience to future crises; develop and strengthen community level participatory leadership and governance; and, increase the ability of communities, civil society, and local governance actors to build constructive relationships that support cohesion, advance prospects for peace, and mitigate conflict. The Contractor will also provide analytical services underlying the iterative and adaptive approach to activities.

USAID/Burma does NOT invite offerors to submit proposals in response to this pre-solicitation synopsis NOR will USAID/Burma accept comments, questions and/or inquiries in response to this pre-solicitation synopsis and will NOT respond to any. NO awards are anticipated to be made in response to this pre-solicitation synopsis. Prospective offerors are advised to periodically monitor the Federal Business Opportunities (www.fbo.gov) website for any updates concerning this procurement.

This pre-solicitation notice does not obligate USAID/Burma to release a solicitation or award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal.
