The Government of Kenya (GOK) has received financing from the World Bank toward the cost of the Kenya Development Response to Displacement Impacts Project (KDRDIP) under The Office of the President, Department of Arid and Semi-Arid Regions (DASAR) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) is for a Facilitating Partner who will provide an effective field based regular facilitation support to the beneficiary communities for the effective and efficient implementation of KDRDIP subprojects and investments under components 1-Infrastructure and Socio-Economic, 2 –Environment and Natural Resource Management and 3-Livelihoods at the community level for an implementation period of twenty four (24) months.
KDRDIP now invites eligible Non-for-Profit (NGOs) (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.The shortlisting criteria are:
Mandatory
- NGO must have been in existence and duly registered with relevant Government authorities for at least five years.
- NGO should have worked within the sub county with communities and community groups for a minimum of Three (3) years. Priority will be given to FPs operational in the target sub Counties who have a history of work with grassroots communities and evidence of satisfactory performance.
- NGO must have implemented at least one similar project within the target sub counties with a value exceeding Kenya Shillings Twenty Million
(KES 20,000,000) or US$ Two Hundred Thousand (US$ 200,000) equivalent.
- NGO must dedicate at the minimum for the duration of the assignment the staff composition as detailed in the TOR or more of competent and experienced staff to project activities and who must be conversant with the cultural and socio economic dimensions of the beneficiaries
- NGO must be established within the sub county with the ability to dedicate 2 number approved (4x4) vehicles to the project at the Sub-County (Newly purchased or leased) and should remain serviceable throughout the project period.
- The NGO should have well equipped office space with internet facilities within the sub-county.
- Proof of NGO to document and engage communities on achievements on implementation coupled with Proof of FP’s ability to engage communities in conversations to understand their situation and to understand the integrated approach of the project.
- Proof of NGO to provide adequate support on Environmental Health and Safety Standards, Gender-Based Violence and Sexual Exploitation and Abuse during the project cycle.
- Familiarity with participatory development approaches and use of low-cost technologies.
- Experienced staff conversant with the cultural and socio-economic dimensions of the beneficiaries
- Committed leadership and adequate management capacity to co-opt beneficiary participation
Desirable
- Having implemented community development, service delivery, environmental and natural resource management/LIPW, health, water education and livelihoods programs and projects within the sub county.
- The NGO should be accepted by the community and the FP should provide evidence of such acceptability in their expression of interest.
- Well versed with donor funded projects rules and guideline preferably the World Bank.
- Proof of ability to cultivate good working relationship with the county/sub county
- Proof of NGO to provide M&E during the project cycle
- Proof of Complaints handling with established linkage to the established local systems to deliver information to stakeholders
- Proof of how to deliver outcomes for the project
The attention of interested Consultant is drawn to Section III. Paragraph3.14, 3.16and 3.17 of the World Bank’s Procurement regulations for IPF Borrowers July 2016 and revised in November 2017 (“Procurement Regulations), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other organization to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
NGOs shall be required to indicate the Sub-County of preference in which they wish to be considered. NGOs seeking to be shortlisted in more than one Sub-County shall be required to demonstrate that they have the requisite institutional and organizational capacity to coordinate the implementation of the assignment as well in assembling different teams of experts and personnel for each County shortlisted.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
