1. The Socialist Republic of Viet Nam has received financing from the World Bank toward the cost of the North East and Red River Delta Regions Health System Support Project and intends to apply part of the proceeds toward payments under the contract ICB4.16: MRI systems.
2. The North East and Red River Delta Regions Health System Support Project now invites sealed bids from eligible bidders for 04 MRI systems. The equipment will be delivered to 04 hospitals in 04 provinces: Lang Son, Tuyen Quang, Bac Giang, Thai Binh, from 60 days to 120 days following the date of effectiveness the Contract. Other detailed information (delivery location, etc.) will be provided by the Central Project Management Unit (CPMU) for free by email for those who are interested. 3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, edition 2011 ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.
4. Interested eligible bidders may obtain further information from North East and Red River Delta Regions Health System Support Project (NORRED), e-mail: [email protected] and inspect the bidding documents during office hours: from 08:30 am to 11:30 am and 1:30 pm to 4:30 pm local time (in Working days) at the address: Room 409-412, A2 Building, Van Phuc Diplomatic Compounds, No.298 Kim Ma street, Ba Dinh district, Hanoi city, Vietnam
5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of VND 2,200,000 or US$ 100 excludes courier fee, the courier fee is VND 1,800,000 or US$80. The method of payment will be Cash, Check or direct deposit in to bank account as follows:

6. Bids must be delivered to the address on or before 15h00 (Hanoi time) date: June 14, 2018. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on 15h00 (Hanoi time) date: June 14, 2018.
7. All bids must be accompanied by a Bid Security issued by a bank as appropriate of USD 96,000 (In word: Ninety six thousand US Dollar) or an equivalent amount in Vietnam Dong or another freely convertible foreign currency. The bid Security shall be valid for 28 days beyond the end of the validity period of the bid
