Appel à manifestations d’intérêt

Services de consultation de bureaux d’études pour l’étude portant sur la viabilisation, le plan parcellaire et les études techniques de la zone de relogement et de prévention à Balbala Sud 

Le Gouvernement de la République de Djibouti a obtenu de l’Association internationale de développement (IDA), Banque Mondiale, une avance sur prêt pour couvrir les coûts d’un projet pilote de restructuration de quartiers dans le cadre du Programme de Résorption des Bidonvilles, dit Programme Zéro Bidonville (PZB), et a l’intention d’utiliser une partie des sommes accordées au titre de ce prêt  pour effectuer les paiements pour les fournitures, travaux et services devant être acquis dans le cadre de ce projet. Le projet sera mis en œuvre par le Fonds de l’Habitat.                                                                                                 
Les services pour lesquels les firmes sont invitées à manifester leur intérêt consistent à accompagner et à appuyer le Fonds de l’Habitat dans la préparation des études.

Les objectifs spécifiques de l’étude sont :

  • Etudier la faisabilité de raccordement des réseaux urbains (eau, électricité, assainissement…) à la zone d’accueil et de prévention ;
  • Déterminer les coûts de viabilisation de la zone et leurs mécanismes de financement ;
  • Projeter le réseau viaire de la zone en respectant la trame primaire existante et qui correspond à la trame définie dans le PAU de Balbala Sud ;
  • Développer un schéma de transport en association avec un plan de circulation et de mobilité ;
  • Etablir des plans de lotissement avec une rationalisation du parcellaire selon différents scénarios ;
  • Evaluer les besoins en infrastructures et équipements pour la zone en prenant en compte le niveau d’équipements dans les quartiers avoisinants pour établir les besoins réels ;
  • Prévoir les emplacements pour les équipements socio-éducatifs et marchants, les espaces publics, les espaces récréatifs projetés et lieux de cultes ;
  • Déterminer la capacité d’accueil du site en termes de parcelles et/ou ménages ;
  • Préparer un Plan d’Investissement Prioritaire et définir un cadre pratique sur le financement des infrastructures et équipements nécessaires. 

L’étude est prévue sur six (6) mois hors les délais d’examen des documents par le maître d’ouvrage délégué. 

Le Fonds de l’Habitat invite les bureaux d’études admissibles à manifester leur intérêt à fournir les services décrites ci-dessus. Les consultants doivent fournir les informations démontrant qu’ils possèdent les qualifications requises et une expérience pertinente pour l’exécution  des Services, à savoir :
  • Brochures et références concernant l’exécution des contrats analogues
  • Expériences générales et expériences dans le cadre de mission similaire 
Les consultants seront sélectionnés en accord avec la méthode de sélection fondée sur la qualité et le coût selon les procédures définies dans les Directives de l’IDA : Passation des marchés dans le cadre du financement des projets d’investissements (juillet 2016).  Les consultants peuvent s’associer avec d’autres firmes pour renforcer leurs compétences respectives en la forme d’un groupement solidaire.
