Purchase of Maintenance Agreement for PerkinElmer E-Notebook Equipment

The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, Division of Laboratory Sciences (DLS) intends to award a sole source firm-fixed price maintenance agreement contract to PerkinElmer Informatics, Incorporated. The address is 940 Winter Street, Waltham, MA 02451-1457. This contract will be for a base year of 12 months with 4 option years of 12 months each.

The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c)(1) in accordance with FAR Part 13.106-1(b)(1) only one responsible source reasonably available and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 511210. The size standard is $38.5 Million dollars.

This contract is for a service and maintenance agreement to support twenty-five licenses of E-Notebook Core and Standard Chemistry Module from PerkinElmer Informatics, Incorporated. PerkinElmer's Electronic Laboratory Notebook (ELN) is currently used by the DLS's Clinical Chemistry Branch to record all details and results of laboratory experiments. The electronic notebooks contain all relevant experimental protocols and data files. These licenses are needed for safekeeping and archiving of experimental data related to emergency response for pandemic flu, as well as for research and development efforts. These licenses are also used to establish new analytic methods in the Clinical Chemistry Branch. In order to continue supporting the Electronic Laboratory Notebook system, the Clinical Chemistry Branch requires the purchase of this PerkinElmer Informatics service and maintenance agreement (twenty-five licenses). This is necessary for the Clinical Chemistry Branch to accomplish the CDC's mission.

PerkinElmer Informatics is the OEM of the software and Electronic Laboratory Notebook (ELN) system that will be covered under the maintenance agreement and is the only contractor that can fulfill the requirements of the contract. The ELN system is proprietary software and PerkinElmer Informatics is the only producer and supplier of this software. PerkinElmer Informatics is the only manufacturer that will be able to service all bugs fixes, patches and software upgrades. PerkinElmer Informatics does not make bug fixes, patches and upgrades of their proprietary software available to the general public. Maintenance of this proprietary software can only be accomplished by PerkinElmer Informatics, Incorporated. There are no other vendors that can provide maintenance of the CDC's Electronic Laboratory Notebook (ELN) system.

No solicitation will be posted to FedBizOpps. We will only issue a solicitation to PerkinElmer Informatics, Incorporated. PerkinElmer Informatics, Incorporated is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer.
