This is a Pre-solicitation Notice of the US Government's intent to issue a solicitation for the the Construction of a Lodging Building at Mariquita City, Colombia.

The order of magnitude for this requirement is between $500,000 and $1,000,000. 

The estimated period of performance is 210 calendar days. 

This acquisition will be issued under full and open procedures.

The project consists to construct construction of one building with two-story height, 850 sqm. with 20 rooms with bathroom each one to accommodate pilots of Colombian National Police (CNP). The project includes foundation, reinforced concrete structure, masonry with stucco and epoxy paint, roofing, aluminum windows and doors, interior wood doors and closets, ceramic floors, interior electrical works, plumbing, A/C installations, utilities and exterior works.Project also includes the supply of security (CCTV system), audio/video system, communication systems (voice & data), electrical and HVAC systems, including the supply of an UPS and all the necessary components for a fully working facility as well as any incidental related work.

These facilities shall have electrical and internal installations, doors, door hardware, air conditioning, and finishes as indicated in the attached drawings. The building shall comply with the current standards of the Colombian Seismic Resistance Code (NSR Standard, 10).

The contractor shall be responsible for transportation, meals and lodging of the construction team on the work site (away from the project site), or as arranged with the CNP personnel. The contractor shall have a representative at the work site to receive materials, which shall be responsible for unloading materials and transporting it to the actual work site.

PLACE OF PERFORMANCE:
Colombian National Police (CNP) aviation school, located in Mariquita, Tolima, Colombia. It is located at the Northwest part of the country in the Andina region. It is located 180 Km from Bogota, capital city of Colombia, and can be accessed through charters flights and by road. The elevation 495 m. (1624 ft.) above sea level and the weather is dry.

The solicitation is expected to be posted on July 24, 2018 and it will be available for 30 days - reference 19AQMM18R0244. Award of a Hybrid (Firm-Fixed Price and Cost Reimbursable) contract is within 120 calendar days from the solicitation response date. A preproposal conference and/or site visit(s) will be scheduled and included in the solicitation.
