1. This invitation for Bids follows the General Procurement Notice for this project that appeared in United Nations DevelopmentBusiness Online of December 21, 2016.
2. The United Republic of Tanzania has received financing from the World Bank toward the cost of the Second Water Sector Support Project, and intends to apply part of the proceeds toward payments under the contract for Construction of Water Supply Distribution Network Part 1, from University Reservoir to Bagamoyo Town.
3. The Government of the United Republic of Tanzania through Dar es Salaam Water and Sewerage Corporation now invites sealed Bids from eligible Bidders for Construction of Water Supply Distribution Network Part 1, from University Reservoir to Bagamoyo Town. The scope of the works is as detailed in the table below:

4.Bidders should note that to qualify for award of contract they are required to meet certain minimum qualifying criteria as provided in Section III (Evaluation and Qualification Criteria) of the Bidding Document, which includes the following:

5. The completion period for the works is 24 months including two (2) months mobilization period.
6. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011, revised in July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
7. Interested eligible Bidders may obtain further information from Dar es Salaam Water and Sewerage Corporation, Procurement Management Unit and inspect the bidding document during office hours i.e. 0800 to 1600 hours, Monday to Friday inclusive, except on public holidays at the address given below.
8. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 200 (two hundred US Dollars) or its equivalent in Tanzania Shilling. The method of payment will be direct deposit to Account No. 01J1022022003, at any Branch of CRDB Bank. The document will be sent by courier services.
9. Please note that the bidding document is being provided in hard copies. However, only for the convenience of the bidders, in filling the various forms and the Bill of Quantities, a soft copy in CD is also provided along with the hard copy. The bidders should note that in case of any conflict between information in the hard copy and in the soft copy, the hard copy information will prevail.
10. A site visit conducted by the Employer will take place on June 29, 2018. For site visit, bidders will be required to arrange for their own transport and a trip to the project site will start from DAWASCO Head Office at 09.00 hours local time. Pre-Bid meeting will take place on the same day after site visit in Bagamoyo Town (55km from Dar es Salaam).
11. Bids must be delivered to the address below on or before July 30, 2018, 14:00 hours local time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on July 30, 2018, 14:00 hours local time.
12. All bids must be accompanied by a Bid Security in the amount of TZS 1,500,000,000 in any freely convertible currency as given in the bidding document. The Bid Security shall be clearly addressed to Dar es Salaam Water and Sewerage Corporation,P.O. Box 5340 Dar es Salaam and shall be valid for a period of 28 days beyond the validity period (i.e. 148 days) after the bids submission deadline
