FRAMEWORK CONSULTING SERVICES – FIRM SELECTION

REQUEST FOR EXPRESSION OF INTEREST FOR TECHNICAL ASSISTANCE IN FINANCIAL MANAGEMENT, PROCUREMENT, MONITORING AND EVALUATION, SAFEGUARDS, AND ENGINEERING SUPPORT CONSULTANCY SERVICES

The Government of the Republic of Kenya has received financing from the World Bank towards the cost of Water and Sanitation Development Project (WSDP), and it intends to apply part of the proceeds to payments for consulting services to be procured under this project for provision of qualified technical assistance in Financial Management, Procurement, Monitoring & Evaluation Safeguards and Engineering Support Services to the Project Coordination Unit (PCU).

The Project comprises four components; -

  1. Expansion of water supply and sanitation services in the coastal region, - Mombasa, Kwale, Kilifi and TaitaTaveta Counties
  2. Expansion of water supply and sanitation services in Wajir and Garissa Counties
  3. National performance-based financing to finance construction of new or rehabilitation of existing water and sanitation infrastructure for the WSPs/WSBs, with a specific focus on expanding coverage and improving services.
  4. Project management to finance the management activities associated with project implementation.

The main objective of the assignment is to support the PCU in effective implementation of WSDP by providing Technical Assistance as appropriate to meet the projects’ development objective. The purpose of the assignment is to ensure that specialist input services are available when required by the project implementing agencies. More precisely, the overall purpose of the TA will be for implementation support, monitoring, evaluation and assessment of performance to effectively manage the outcomes and outputs in relation to development results.

The duration of the services is expected to be initially for two (2) years on time based contracts.

The Ministry of Water and Sanitation now invites eligible consulting firms “Consultants” to indicate their interest in providing technical assistance in Financial Management, Procurement, Monitoring and Evaluation, Safeguards and Engineering Support Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant comprehensive experience to perform the Services.

The short listing criteria for the firm’s capability and experience are:

  1. Have a minimum of 10 (ten) years of core business as a consultant in the areas of Financial Management, Procurement, Safeguards and Civil Engineering
  2. Undertaken a minimum of two (2) similar assignments in the last four (4) years;
  3. Experience in similar conditions in the last five (5) years in terms of the clientele and area of proposed services; and.
  4. Demonstration of technical and managerial skills to undertake the services.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Quality Cost-Based Consultants (QCBS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised July 2014 (“Consultant Guidelines”)
