FOR CONSULTANCY SERVICES FOR DETAILED DESIGN REVIEW, ENVIRONMENTAL SOCIAL IMPACT ASSESSMENT (ESIA), RESETTLEMENT ACTION PLAN (RAP) AND SUPERVISION OF WORKS FOR THE PROPOSED THIKA WATER SUPPLY AUGMENTATION PROJECT - KARIMENU - MARYHILL WATER WORKS.

The Government of the Republic of Kenya has received financing from the World Bank toward the cost of Water and Sanitation Development Project (WSDP), and it intends to apply part of the proceeds for consulting services.

One of the components of the WSDP is partly intended to support selected Water Service Providers (WSPs) to improve access to water and sanitation services and to improve operational and financial performance based on an agreed set of performance measures with the Water Services Regulatory Board (WASREB). Thika Water and Sewerage Company (THIWASCO) is one of the Water Service Providers (WSPs) that will benefit under this component, and plans to implement the Thika Water Supply Augmentation Project comprising the Karimenu - Maryhill Water Works. 

The consulting services (“the Services”) include:

Phase A:  This will comprise of the following activities:

1. undertake detailed review of designs and associated documents (including drawings, Bills of Quantities, and Specifications) that had been prepared in 2016;
2. undertake an environmental and social impact assessment (ESIA);
3. prepare a resettlement action plan (RAP); and
4. Assist the Employer in the procurement process for the contractor. 

Phase B: This will comprise of supervision of works and contract management

The consultancy services will be carried out over a period of forty-six (46) calendar months 

Thika Water and Sewerage Company (THIWASCO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1. Relevance and suitability of the core business area of the applicant firm with the subject assignment;
2. At least ten (10) years relevant experience in the field of Water supply system Design, EIA, RAP and Construction works supervision consultancy and project management consultancy services;
3. At least three (3) similar assignments and preferably two (2) of them in Sub-Saharan Africa (SSA). (Relevant completion certificates and/or letters of recommendation from clients to be provided)
4. The applicant firm’s overall institutional, managerial and technical competence and capability in terms of number and appropriate mix of its technical experts, financial strength, institutional quality management system and goodwill in the industry are also considered during short listing firms for the assignment;

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by World Bank Borrowers January 2011, revised July 2014 (‘Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. 

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.
