1. The Ministry of Health, Mongolia has received a financing from the International Development Association, World Bank toward the cost of the E-Health project, and intends to apply part of the proceeds toward payments under the contract for Development of Health Data and Information Technology standards.
2. The Ministry of Health, Mongolia now invites sealed Bids from eligible Bidders for Non-Consulting Services to develop the set of adopted E-Health standards and regulations into Health Data and Information Technology (HD/IT) standards, ready for implementation into the national Health Information Exchange Platform (HIEP) and all E-Health systems collaborating with the HIEP.
3. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s “Guidelines for Procurement of Goods, Works and Non-Consulting Services” revised July 2014 and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:
4. Interested eligible Bidders may obtain further information from Ms. G. Enkhjargal, E-Health Implementation and Procurement Specialist, Ministry of Health at email: enkhjargal@ehp.mn and telephone (976) 7011 5488 from 09:00-16:00 hours (Ulaanbaatar time) from Monday through Friday.
5. The Bidding Document in English may be purchased by interested eligible Bidders by writing to the email specified above with a brief summary introduction of Bidder’s activities and upon payment of a non-refundable fee of USD100.00 (United States Dollars One hundred only) or equivalent in a convertible currency. The payment must be remitted to E-Health Project bank account number 106000035745 (USD) with State Bank. The Bidding Document will be sent by email.
6. The Bids must be delivered to the address below on or before 1500 hours (Ulaanbaatar time) on 13 August 2018. Electronic Bids shall not be accepted for this Bid. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address stated below on 13 August 2018 at 1500 hours (Ulaanbaatar time).

7. All Bids must be accompanied by a Bid Security in the amount of USD4,000.00 (United States Dollars Four thousand only).
8. The attention of potential Bidders is drawn to (i) the fact that they will be required to certify in their Bids that all software either covered by a valid license or was produced by the Bidder, and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
