The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Youth Employment and Opportunities Project, and intends to apply part of the proceeds for consulting services.

The Consulting services (“the Services”) include Business Development Services (BDS) to promote self-employment and earnings generation among self-employed youth and youth start-ups.

The targeted beneficiaries of the Project are youth between 18 and 29 years of age, who are without jobs and have experienced extended spells of unemployment or who are currently working in vulnerable jobs. The level of education of the targeted beneficiaries is up to Form 4. The youth to receive BDS are those already in business as well as youth interested in starting businesses.  This initiative will address lack of managerial and entrepreneurial skills and promote self-employment and earnings generation among self-employed youth and youth start-ups.

The role of the Business Development Services Providers is to design and implement innovative BDS delivery packages that include business management and entrepreneurship training based on a needs assessment to eligible beneficiaries in the urban and rural areas of targeted counties. These packages may include short term face to face training, proactive business counseling, coaching and follow-up for the project selected beneficiaries. The mode of delivery should be scalable and customizable. The Project is being implemented in cycles, and the Consultants for BDS will be contracted in lots for the first two cycles as follows:

Lot 1 Counties:  Nairobi, Kiambu, Nakuru

Lot 2 Counties:  Mombasa, Kwale

Lot 3 Counties:  Kisumu, Migori

The Micro and Small Enterprises Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria is:

  1. Cover letter for EOI indicating Lots applied for (a firm is allowed to apply for more than one lot);
  2. Minimum of 3 years’ relevant experience and technical capacity to provide Business Development Services to the targeted beneficiaries;
  3. Undertaken a minimum of two assignments of similar nature in the past three years (2015 to the present); including at least one in Kenya;
  4. Demonstration of having customized a BDS curriculum to the contextual and methodological needs of the beneficiaries; this means exploring innovative and tailored content and method of delivery; and
  5. Demonstrated capacity to carry out similar services in the Lots applied for.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  In addition, please refer to the following specific information on conflict of interest related to this assignment: 1.9 (b) of Consultant Guidelines.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the parties in the joint venture, shall be jointly and severally liable for the entire contract, if selected.  However, the experience of sub-consultant will not be considered while short-listing.

Consultants will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
