REQUEST FOR EXPRESSIONS OF INTEREST  

TECHNICAL ASSISTANCE TO CONDUCT AN EARLY GRADE READING ASSESSMENT - EGRA III

The Government of Angola is committed to improve the quality of education in Angola. For this reason, the Ministry of Education in Angola (MED) received funding from the World Bank to finance the PAT-Learning for All Project (PAT). PAT is implemented by MED and has the following objectives: (i) to improve teachers' skills and knowledge as well as school management in project-designated areas, and (ii) to develop a system for systematic student assessment.  In order to establish the student assessment system, the project is expected to finance and provide technical support for the Ministry to administer a number of student learning assessments – one of these is EGRA (Early Grade Reading Assessment).  

THE HIRED FIRM SHALL HAVE THE FOLLOWING RESPONSIBILITIES:

EGRA III is expected to be administered to a nationally representative sample of grade 3 students from schools (250-300) in all 18 provinces of Angola. MED is seeking the support of a firm for EGRA III to provide technical support, capacity building, and to accompany the entire process – from the design of the sample, adaptation of the testing instruments, administering the questionnaires, analysing the results, and preparing the final report. 

THE TASKS OF THE HIRED FIRM SHALL BE BASED ON THE FOLLOWING:

  1. Prepare the nationally representative sample for the application of EGRA;
  2. Adapt the EGRA questionnaires and testing instruments for Angola and to be administering electronically using Tangerine or an equivalent software;
  3. Preparation of survey software, installation on tablets, and building MED capacity for its use;
  4. Build capacity of MED staff, EGRA supervisor and test enumerators for the application of EGRA III;
  5.  Lead and apply a pilot test, to test the instruments and logistics application;
  6. Organize and supervise all logistics and quality control measures for the implementation of EGRA III;
  7. Train the National Directorate of Evaluation and Accreditation staff (DNAA) in how to use SPSS;
  8.  Clean the data, prepare the final database, and analyze the data for the draft report;
  9. Produce a final report with reliable, internationally comparable results that can be published, broadly disseminated and used for policy decision-making.    

THE SELECTION CRITERIA OF THE FIRM WILL BE AS FOLLOWS:

Proven experience in assessing literacy skills in the early grades (EGRA).

Proven experience in conducting large-scale assessments in developing countries.

Proven experience in applying assessments via tablets using Tangerine software, Survey Solutions or something similar.

Proven experience conducting education-related activities in Africa.

Proven experience in cleaning, processing and analysing statistical data.

Ability to communicate orally and in writing in Portuguese.

The consultants should pay special attention to paragraph 1.9 of the World Bank's Guidelines for the selection of consultants by World Bank Borrowers, January 2011 ("Consulting guidelines"), which defines the World Bank policy on conflict of interest.

The consultants can participate in collaboration with other companies in the form of a joint venture or a subcontract, to upgrade their skills.

The consultants will be selected according to the method of selection based on quality and cost (QCBS) established by the consultancy guidelines.
