Strategic review of Global Focus - the Danish membership body for NGOs working in international development, environmental and humanitarian activities

Description:
Established in 2014 in a fusion of the two organizations NGO FORUM and Concord Danmark, Global Focus has more than 80 member organizations ranging from large bodies with a worldwide presence to smaller, specialist organizations working in certain regions or with specific groups of people.

Global Focus is established as a network to strengthen Danish civil society organizations and secure cooperation between the Danish organizations and facilitate active engagement between the Danish civil society organizations, the politicians and governmental bodies as well as the media. A board chosen on the yearly general assembly governs Global Focus.

The overall vision for Global Focus is a more just and sustainable world in which people can live free from poverty and exercise their human rights, supported by a strong and diverse civil society.

The Ministry of Foreign Affairs of Denmark (MFA) supports the activities of Global Focus through a grant of annually DKK 6.6m. The MFA financing supports activities related to  advocacy, implementation of the UN Sustainable Development Goals, the future role of civil society organizations with a particular focus on the shrinking space for civil society and learning & capacity development. Part of the MFA grant is allocated to a fund for capacity development where member organizations can apply for funding to develop peer-learning structures on strategic issues.

In keeping with the MFA guidelines for management of grants to pooled funding and networks (rev. January 2018, in Danish) the MFA Department for Humanitarian Action. Migration and Civil Society (HMC) now wishes to launch a strategic review of the support provided to Global Focus.

The overall objective of the Review is to assess Global Focus’ performance in delivering results in relation to its engagement with the MFA and assess the extent to which Global Focus maintains and sustains relevance to its members within the framework of the Danish strategy for development cooperation and humanitarian action – The World 2030.

Specifically, the Review should assess Global Focus’ approach, capacity and performance with a view to stimulate relevant learning and validate results. The Review should issue recommendations, which will provide an input to the MFA’s ongoing dialogue with Global Focus including on how Global Focus as a network add value to its members and strike the right balance between supporting members to perform activities and undertake activities on their behalf.

The Review will consist of document reviews, interviews throughout Denmark and in Brussels, visits to comparable networks followed by a debriefing meeting to discuss the draft review report.

Two key experts are required, including a civil society / networks specialist with experience in multistakeholder processes (estimated input 25 days) and a financial management / administration expert (estimated input 20 days). Ability to read and understand Danish will be a requirement for at least one of the key experts.
